Under North Dakota Century Code 43-51-11.1, the Education Standards and Practices Board (which licenses ND teachers and is expressly named in the covered board definition) must issue a fee-free provisional license or temporary permit, valid up to two years, to a military spouse who has substantially met licensure requirements.
