How EUCOM shelved a tax break for 9,000 troops in Poland — for five years.

In 2020 the U.S. and Poland signed an agreement giving American troops a VAT exemption on off-post purchases. Five years later, three EUCOM commanders, and roughly $22 million in unrealized relief: nobody has received a single złoty back. The Implementing Arrangement was never signed.
