milConnect / DEERS Guide: Fix Eligibility, Family Members, and ID Card Problems
DEERS is the benefits eligibility database behind TRICARE and dependent ID cards. milConnect and ID Card Office Online are the doors most families use to check records, update contact information, and schedule ID card help. When DEERS is wrong, TRICARE claims, referrals, pharmacy, and dependent access can break quickly.

How to handle milConnect / DEERS
Check the actual DEERS record
Start by logging into milConnect or ID Card Office Online and checking sponsor, dependent, address, phone, email, and benefit eligibility data. Do this before calling TRICARE, because many TRICARE problems are downstream of DEERS.
Update contact information online when allowed
TRICARE directs users to ID Card Office Online, then My Profile, for contact information updates. Address, email, and phone corrections are the fastest wins.
Use an ID card office for family member changes
Adding or removing family members usually requires the sponsor and documentation through a local ID card office. Schedule online and call first to confirm hours and document requirements.
Bring the source documents
Marriage certificate, birth certificate, adoption documents, divorce decree, death certificate, Social Security card, and identity documents may be needed depending on the change. Do not rely on a photo on your phone unless the office confirms it is acceptable.
Fix SSN and sponsor-status problems through the right office
TRICARE notes that non-retired sponsors generally update SSN issues through their personnel office; retired sponsors may need personnel office and DFAS-linked processes. Family members update SSNs at an ID card office.
Confirm TRICARE after DEERS changes
After the DEERS correction posts, verify TRICARE enrollment and contractor records. TRICARE says address/personal info may also need to be updated with the regional contractor.

TRICARE says I am not eligible, but I should be.
Usually means: DEERS eligibility, sponsor status, plan enrollment, or contractor-side records are out of sync.
Move: Check DEERS first, then TRICARE contractor enrollment. Get the exact eligibility status, sponsor status, plan, and date eligibility stopped. Do not let each office send you in circles without naming the broken record.
I cannot add my spouse, newborn, adopted child, or stepchild.
Usually means: The sponsor may need to appear at an ID card office with original/certified documents, or the office needs a specific document format.
Move: Call the ID card office before going. Ask exactly which documents are required for that relationship type and whether the sponsor must be present or can use power of attorney.
ID card appointments are impossible to get.
Usually means: Local RAPIDS/ID offices are capacity constrained, especially near large bases, school starts, PCS season, and retirement-heavy areas.
Move: Search nearby offices, not just your installation. Call offices directly for cancellation windows, walk-in policy, and whether they handle your category.
I updated my address but mail, referrals, or pharmacy still go to the old place.
Usually means: DEERS contact data and TRICARE contractor data are separate enough that one can update before the other.
Move: Update ID Card Office Online/My Profile, then update the TRICARE contractor and pharmacy/home delivery profile. Verify physical address and mailing address separately.
A child turned 21 and disappeared from eligibility.
Usually means: Age 21/23 student eligibility rules, full-time student documentation, or dependent status updates are missing.
Move: Gather school enrollment proof, sponsor/dependent identity documents, and TRICARE eligibility requirements before the birthday if possible. Ask the ID card office what proof they require.
Reserve or Guard activation/deactivation broke coverage.
Usually means: Sponsor status changes feed DEERS and TRICARE eligibility, and timing can be messy around orders start/end dates.
Move: Bring orders, amendments, activation/deactivation dates, and LES or duty-status proof. Ask whether the personnel office must correct sponsor status before DEERS can reflect coverage.
Where people usually get stuck
DEERS is fixed but TRICARE still shows stale data.
A spouse tries to add/remove a dependent or make a restricted change.
Mailing address is updated, but physical address rules block the record.
Appointment is wasted because the office will not accept incomplete proof.
Build the proof packet before you escalate
- Sponsor name, DoD ID if available, branch/status, and current duty/retirement/Reserve status.
- Dependent full name, relationship, date of birth, and current ID card/eligibility status.
- Life event document: marriage certificate, birth certificate, adoption paperwork, divorce decree, death certificate, school enrollment proof, or orders.
- Screenshots or notes showing DEERS/milConnect/ID Card Office status and the date checked.
- TRICARE contractor record: plan, region, PCM if applicable, and the date eligibility or enrollment failed.
- Appointment confirmation, office name, office phone number, and the document list the office told you to bring.
