Botswana's strong democratic governance tradition extends into civil-military relations. The BDF's institutional culture reflects a genuine civilian-controlled military — the Regulations Man operates within a framework where the rules are enforced and respected, not routinely circumvented. This is less common in the African military context than it should be, and it makes BDF service predictably structured.
