Base-level O&M and MILCON tracked for 201 major installations. These are estimates derived from public congressional budget documents — individual installation budgets are not published as discrete line items in DoD appropriations.
Installation budget figures are estimates derived from public DoD sources: IMCOM/CNIC/AFIMSC installation status reports, MILCON congressional justification documents, congressional testimony, and published economic impact studies. Individual installation budgets are not published as discrete line items in DoD appropriations — funding flows through service-level budget authorities and is allocated internally. Estimates carry an error margin of ±10–15%. O&M figures represent base operations funding (BASOPS), not total operations funding at the installation (which would include unit O&M, training, and other mission-specific accounts). MILCON figures are from the annual congressional justification documents.
This is Phase 2 of the DoD Budget Intelligence Roadmap. Phase 3 will attribute budget to MOS codes. Phase 5 will generate white paper analysis comparing installations.
