The X-Factor — Why Military Pay Is Structured Differently

What is the X-Factor?

The X-Factor is a 14.5% premium added to basic pay to compensate military personnel for aspects of service life with no civilian equivalent: unlimited liability (obligation to serve in harm's way), restrictions on personal freedoms, turbulence (frequent postings), and separation from family. The AFPRB reviews the X-Factor percentage annually.

The X-Factor sounds substantial — but it is already baked into the published pay figures above. It is not a separate bonus on top of the listed salary. It is the reason why military pay is set above its direct civil service comparator, not a windfall payment.

Operational Allowance

Longer Separation Allowance (LSA)
Tiered by days apart
Compensates for extended periods away from home (training, exercises, deployments). Scales with cumulative days separated. Not operational-only.
High Readiness Reserve (HRR) Pay
Additional when called
For Reserve forces called to permanent service. Equivalent pay to regular counterparts during activation.

Pension: AFPS 15, AFPS 05 & AFPS 75

AFPS 15
Active (new entrants)
Career Average Revalued Earnings (CARE) scheme introduced 1 April 2015. Pension accrues at 1/47th of pensionable earnings per year of service, revalued annually. Normal Pension Age: 60 (with Early Departure Payment available from age 40 with 20 years' service). All service from 1 April 2015 falls under this scheme.
AFPS 05
Closed to new members
Final salary scheme. Members who entered service between 6 April 2005 and 31 March 2015 had their pre-2015 service protected under AFPS 05, with post-2015 service accruing under AFPS 15. Preserved pension at age 65 if fewer than required qualifying years for immediate pension.
AFPS 75
Closed to new members
Legacy final salary scheme. Applicable to pre-2005 service. Still relevant for long-serving personnel with protected years. Immediate pension after 22 years' reckonable service (officers) or 22 years (other ranks).
