Territorial Defence units were established to defend specific oblasts and cities. Many have evolved from their initial home-defence mandate into more mobile roles as the war has progressed. TrO infantry operates in a variety of environments. Equipment and training level varies by unit and formation. TrO units have absorbed a significant portion of mobilized personnel.
