What the Recruiter May Not Lead With
The Defence Forces has been dealing with a documented retention crisis. The Commission on the Defence Forces (2022) found pay had fallen behind comparable public service grades and significantly behind private sector equivalents — particularly for technically skilled roles in the Dublin market. Government measures since 2022 have improved things, but the gap to civilian market rates (especially Dublin tech) remains real. The Commission report is publicly available — it's worth reading before you sign.

What the Commission on the Defence Forces Found (2022)
Pay fell behind comparable grades
The Commission found Defence Forces pay had diverged significantly from An Garda Síochána and comparable civil service grades over the preceding decade. This contributed directly to the retention crisis, particularly among NCOs and mid-ranking officers.
The retention crisis is real and documented
The Commission documented personnel numbers well below establishment figures, and exit surveys pointing to pay and conditions as primary reasons for leaving. The Defence Forces lost experienced personnel it spent years training — a net loss for national security.
Government measures since 2022 have helped — but the gap remains
August 2022 pay increases and subsequent revisions improved the position of lower ranks substantially. The gap to senior civilian equivalents and to the private tech sector in Dublin has narrowed but not closed. For specialist roles (engineering, cyber, medicine), the market gap is still material.
The Cadetship trade-off
Officers complete a 4-year Cadet School programme before commissioning. During this period, pay is lower than the commissioned rate. When measuring overall return on investment for an officer career, the cadet years are a real cost that is rarely emphasised in recruitment materials.
Career allowances and specialist pay
Technician pay, flying pay, diving pay and other specialist allowances can significantly increase total compensation above the base pay scale. These are real — but they are specific to roles and not guaranteed to all personnel.
