Methodology & legal posture

What this tool produces

A per-individual quarterly bundle: receipt photos compiled into a single PDF (faktury), an itemized Excel sheet (wykaz), a formal Polish-language application page (wniosek), a one-page filer instruction sheet, and an append-only audit log. Format mirrors the procedural requirements in Chapter 4 (§§ 18–25) and Chapter 7 (§§ 40–46) of Rozporządzenie Ministra Finansów z dnia 29 czerwca 2022 r. (Dz.U. 2022 poz. 1380).

Why per-individual

The Polish regulation requires a single institutional filer. For Allied Commands (§ 40), that filer is the Allied Command itself; for U.S. forces (§ 17), it is the U.S. forces. Individual service members never file directly. The U.S.-designated filer aggregates individual bundles into the consolidated wniosek.

HonestMOS does not aggregate bundles. Each user generates only their own. The aggregator role belongs to whichever entity EUCOM eventually names in the EDCA Article 19 Implementing Arrangement.

The trust posture

The only identifier this tool emits is poland_vat_id — a UUID generated when you opt in. Every artifact the tool produces shows this UUID and nothing else.

We hold your receipt photos (EXIF-stripped on both client and server), the fields we read from each photo, and your honestmos.com session email (used only to authenticate you). We do not hold your real name, rank, unit, base, EDIPI, DoD ID, family information, bank account, or any other personally identifying field. The mapping from poland_vat_id to your real identity is held by the U.S. filer, on the personnel roster that gets attached to the consolidated wniosek.

Statutory context

As of this writing, § 17 of Dz.U. 2022 poz. 1380 implements EDCA Articles 21(1) and 24, but not Article 19. Personal-purchase relief for individual service members, DoD civilians, and family members requires the Article 19 Implementing Arrangement to be signed and the corresponding § 17 amendment (modeled on the existing § 40 ust. 1 pkt 2 language for NATO Allied Command members) to be published.

The bundles this tool produces are therefore demonstration artifacts: format-compliant the day the regulatory amendment lands, and an evidence trail of standing demand in the meantime.

OPSEC

  • Receipt photos are EXIF-stripped on the client AND re-stripped server-side (defense in depth).
  • Photos and generated artifacts live in private storage buckets with self-only access policies.
  • IP addresses are hashed with a daily-rotating salt before being written to the audit log; raw IPs are never stored.
  • The audit log is append-only by database policy — no UPDATE or DELETE policies exist.
  • Per-user dedup is enforced via SHA-256 of the stripped image bytes.

What this tool will never do

  • Submit anything to a Polish tax authority on your behalf.
  • Hold or transmit your real name, rank, unit, base, EDIPI, DoD ID, or banking information.
  • Aggregate your bundle with other claimants’ bundles.
  • Determine the refund disbursement back to you (that’s DFAS / MyPay).

Use at your own risk

HonestMOS is not a tax preparer, accountant, or law firm, and using this tool does not create any such relationship. It aggregates receipt data and formats it into the structure Chapter 4 and Chapter 7 of Dz.U. 2022 poz. 1380 require — it does not verify that your purchases actually qualify for relief, does not check your math against the source receipts, and does not confirm the packet is accurate before you submit it.

You are solely responsible for reviewing every field this tool generates against your original receipts, confirming your eligibility once the EDCA Article 19 Implementing Arrangement is signed, and ensuring the wniosek you submit is true and correct. If you’re unsure about anything — eligibility, a specific receipt, or the packet itself — talk to a real accountant or your installation’s legal assistance office before you file.
