The Gate Sign Has Been Repainted Twice in Two Years

Fort A.P. Hill (1941, original Confederate honoree) → Fort Walker (August 2023, honoring Dr. Mary Edwards Walker, the only female Medal of Honor recipient, Civil War Union surgeon) → Fort Anderson-Pinn-Hill, shortened back to "A.P. Hill" (June 2025, now honoring three Union Civil War soldiers: Pvt. Bruce Anderson, 1SG Robert A. Pinn of the USCT, and LTC Edward Hill of the Iron Brigade). Whatever the gate signage reads when your orders cut, the mission is the same: 75,000 acres of Caroline County, Virginia configured as a training installation — rotational maneuver, EOD advanced technical training, a 300-acre asymmetric-warfare urban training complex, and historic BSA National Jamboree heritage (1981-2010 before the Scouts moved to West Virginia). The permanent-party cadre is small enough that you'll recognize everyone at the commissary by month two. If you got orders here, you're probably range control, EOD instructor, training-support cadre, or a specialty function — line maneuver soldiers don't generally land at this address. Bowling Green is the county seat and is exactly as small as it sounds. Fredericksburg is 30 minutes up I-95 with Mary Washington Hospital, Civil War battlefields, a historic downtown, and the closest restaurants worth driving to. Richmond is an hour south. The Mattaponi River runs through the post and the rural-piedmont landscape is genuinely pretty. BAH at $2,313 (E-5 deps) against $1,400-$1,900 3BR rents is structurally generous — one of the better cost-of-living trades in Virginia. No MTF on post, so plan healthcare around Mary Washington or the NCR military catchment.

No DoDEA.
MedicalNo MTF on post. Care routes via Tricare East (Humana Military) to the regional civilian network — Mary Washington Hospital (Fredericksburg, 30 min) is the closest hospital with full services; VCU Health (Richmond, 1 hr) is the regional academic Level I trauma center. Quantico's Naval Health Clinic and Fort Belvoir Community Hospital (each ~1 hr) are the closest military medical options.
Spouse EmploymentLimited locally — Caroline County is rural. Most professional spouses either commute to Fredericksburg, Richmond, or telework. The I-95 corridor provides Northern Virginia (defense contracting, federal civilian) commute access if you live north of the post — many cadre families do exactly this.
Commute / GatesMain gate access from Route 301 / US-17. Traffic is minimal — this is rural Caroline County. The bigger commute story is I-95 (the post is roughly equidistant between Fredericksburg and Richmond), which is structural northeast-corridor congestion if you live in NoVA or work in Richmond.
Local AreaBowling Green is the Caroline County seat — small, historic, and quiet. Ruther Glen and Carmel Church (I-95 exits 104 and 110) are the I-95 service stops with truck-stop economics. Fredericksburg (30 min north on I-95) is the realistic civilian-amenity city — historic downtown, restaurants, the University of Mary Washington, and Mary Washington Hospital. Richmond (1 hr south) is the regional capital with full urban amenities. The post sits in piedmont-Tidewater Virginia, with the Mattaponi River wandering through training areas and a landscape of mixed forest, farmland, and rolling hills. The BSA National Scout Jamboree was held here in 1981, 1985, 1989, 1993, 1997, 2001, 2005, and 2010 — generations of Scouts know this terrain.

Virginia: graduated 2.0% to 5.75% individual income tax for tax year 2024 (per VA Department of Taxation; top 5.75% bracket starts at $17,000 of taxable income — most active-duty SMs hit the top bracket). Active-duty military basic pay subtraction up to $15,000 only if deployed >90 days, phasing out at $30,000 of basic pay (Code of VA §58.1-322.03). EDIS (Educational and Developmental Intervention Services) coordinated through the regional military medical catchment (Fort Belvoir Community Hospital or Quantico clinic referral) for ages birth-3 with developmental needs. EFMP is the gateway.
Off-base options
Caroline County, Spotsylvania, and Hanover have a thin-to-moderate licensed civilian childcare market — Fredericksburg has the densest supply within commuting reach. VDSS Division of Licensing Programs maintains the Virginia public license registry. Fee Assistance Program offsets civilian costs when CDC slots unavailable.

On-post family housing follows Army restricted-breed policy: Pit Bull family, Rottweiler, Doberman Pinscher, Chow Chow, wolf hybrids prohibited. Max 2 pets typical. Verify at lease signing. Tidewater-piedmont reality: ticks (Lyme/RMSF/ehrlichiosis), copperhead and cottonmouth exposure in low-lying training areas, heartworm endemic.
Vet Access
Limited on-post veterinary services — most pet care via the regional civilian veterinary market (Bowling Green, Fredericksburg) and Tricare-equivalent military veterinary at Fort Belvoir or Quantico. Virginia-Maryland College of Veterinary Medicine (Blacksburg, 3.5 hrs) is the regional academic/teaching/specialty resource.

All care routes to civilian Tricare network via Humana Military (East). Mary Washington Hospital (Fredericksburg, 30 min — community hospital with full ER, inpatient, surgical, L&D) is the closest civilian inpatient facility. VCU Medical Center (Richmond, 1 hr — Level I trauma, academic) is the regional tertiary destination. Walter Reed Bethesda and Fort Belvoir Community Hospital handle complex/specialty military referrals for NCR catchment overlap.
