VBE certification — expanded to ALL veterans on 1 January 2024
No size limit, no expiry date
Business Oregon puts the change plainly: on 1 January 2024, HB 2295 (Oregon Laws 2023, chapter 497) became operative and expanded certification through COBID "from businesses owned by Service Disabled veterans to include businesses owned by any veteran," with the existing SDVBE certification renamed the Veteran Business Enterprise certification. That is a genuine widening of the door, and it is recent enough that plenty of guidance still describes Oregon as service-disabled-only. The certification opens opportunities not just with the state but with county and city governments and special jurisdictions such as hospitals and universities — a much larger buying universe than a state-agency-only programme.
Who qualifiesService-disabled veteran-owned AND veteran-owned businesses. Certification is based on the individual rather than the size of the business, so there is no size cap. Certifications do not expire.
