The Director of the Office of Management and Enterprise Services carries a goal of awarding three percent of covered contracts to service-disabled veteran businesses. Now read subsection C(2), because it is the part that decides whether the goal means anything: if an insufficient number of such veterans doing business in the state submit a bid or proposal, the goal "shall not be required" and simply does not apply.
