Ohio built its program differently from every other state, and in a way that genuinely helps more people: you do not have to be veteran-owned to qualify. Employ enough veterans, or seat enough of them on your board, and you certify anyway. It is the only state here that rewards hiring veterans with the same certification it gives to owning a veteran business.

Veteran-Friendly Business Enterprise (VFBE) certification

Four separate doors in, and only one of them is ownership. A company with a 10% veteran workforce gets the same certification as a 51% veteran-owned shop. Applications go through the Ohio Business Gateway, and the regional Minority Business Assistance Centers will help you file it for free.

Who qualifiesMeet any one of four tests: 51% veteran or active-service ownership; at least 10% of employees are veterans or on active service; at least 51% of the board are veterans; or you already hold federal VOSB/SDVOSB certification. Proof of veteran status required — DD-214, NGB-22, VA ID, DoD ID, or an Ohio licence with the armed forces logo.

Buy Veteran bid preference on state contracts

Certification only converts to money at bid opening. Ohio solicitations carry a "Buy Veteran" certification block alongside Buy American, and a certified VFBE claims preference there. The hard rule: you must hold active certification at the time of bid opening — there is no retroactive credit — and falsely claiming it gets you disqualified and possibly debarred.
