What that means concretely: you write the section's quarterly training plan — SAMS-E proficiency, ATP 6-02.70 compliance, coalition coordination procedures, host-nation frequency management authority updates — and you brief it to the Division G6 officer or the theater spectrum manager before you execute it. You write NCOERs for the NCOs under you. You review every frequency assignment request before it leaves the section. You own the Joint Spectrum Interference Resolution (JSIR) reporting workflow — every spectrum interference incident documented, reported, and tracked to resolution. You brief the frequency status at the division or theater command's Electromagnetic Spectrum Synchronization Conference. The division-level scope is the real change from the SGT seat. As a SGT you ran a forward spectrum management element for a BCT — a focused, bounded problem set. As an SSG at Division G6, you are deconflicting frequencies across the entire division's electromagnetic environment: multiple BCTs, aviation brigades, fires brigades, ISR systems, EW systems, and the division's SATCOM and line-of-sight microwave architecture all operating simultaneously. A frequency conflict at the division level does not just silence a platoon radio — it can take down a brigade command net during a decisive operation. The SAMS-E database under your section's control is the authoritative record that every subordinate unit's frequency assignments trace back to. If it is wrong, the formation's radio networks fail. If it is right and current, the division commander's electromagnetic environment runs clean. The coalition coordination dimension expands here, too. At BCT level you coordinated with one or two coalition partner spectrum managers. At Division G6 or theater level you may be the interface for multiple partner nations operating under different frequency allocation frameworks, different STANAG versions, different interference-reporting timelines. Common Screwups
  • ×DUI or Article 15 at SSG — it does not stay local. The Signal Corps senior NCO community is small and the brigade CSM at Fort Eisenhower and the G6 officer network both see it. An Article 15 at SSG closes the 255A warrant path and puts the SFC board read in a hole that takes three honest NCOERs to dig out of.
  • ×Writing narrative NCOERs that inflate the specialists and SGTs below you without measurable outcomes. The SFC board reads NCOERs against your senior rater profile. If you rated four NCOs as Most Qualified and none of them are getting selected at their own boards, your profile starts carrying asterisks.

Weekly Cadence

The Mon-Fri rhythm at SSG 25E level is organized around the frequency environment, not the administrative calendar. Monday is the heaviest planning day — the theater spectrum manager or division G6 officer releases the week's spectrum synchronization items over the weekend, and the SSG is translating those items into section tasks by mid-morning. Which frequency requests need to move up the NTIA or host-nation coordination chain? Which JSIR actions are aging toward the joint authority deadline? Which coalition coordination calls are on the schedule? Brief the section by 0915 formation with a whiteboard task list. Tuesday is the standing review — the SAMS-E database quality check that is the heartbeat of the section's data integrity. Walk every open request, every expiring assignment, every pending modification, every open JSIR action. This review is not optional and it is not delegatable to a junior NCO on the SSG's behalf. The SSG who does not run the standing review is the SSG who finds out about the database gap at the spectrum synchronization conference, not before it. Wednesday and Thursday are execution days — frequency assignment requests moving through the approval workflow, JSIR actions closing, NCOER counselings happening, training events running (SAMS-E refresher, coalition coordination procedure dry-run, STANAG 4430 review). Pull the JSIR trend quarterly: which frequency bands are generating the most interference reports? Which units? What is the root cause? That analysis is the brief the theater spectrum manager actually wants.

    The NCOER bullet that reads 'effectively managed spectrum operations' tells the SFC board nothing. The bullet that reads 'maintained zero attributable frequency conflict reports across 312 active assignment records during a 9-month CTC rotation cycle' tells the board the NCO ran the hardest part of the job without failure. Before you write the bullet, ask the NCO for the number — what was the record count? What was the conflict rate? What was the JSIR resolution time? Then write to that number. If the number is not there because the NCO did not track it, that is a counseling conversation, not an NCOER problem.

    Mentor your section NCOs on the 255A warrant officer path, the FCC / NTIA civilian credential pathway, and the GS-0390 / GS-2210 federal civilian series — honestly, with the selection rate on the table.
    The 255A Information Services Technician warrant path is competitive. The honest conversation includes: the selection rate the HRC accession board published last cycle (pull the MILPER message); the WOCS cost (one year in the lieutenant's lane before you are a CW2 in a technical seat); the post-service market value (significantly higher than the enlisted equivalent). The FCC license and NTIA frequency coordinator credential path is the civilian translation — GS-0390 Communications Specialist and GS-2210 IT Specialist series at NTIA, DISA, and the FCC both hire from this profile. Have the conversation quarterly. Do not wait for the soldier to ask.

    These are the civilian-portable credentials that translate Army spectrum management experience into the commercial wireless and federal spectrum management job market. The RF Spectrum Analyst credential covers the technical spectrum analysis skills. The NTIA frequency coordinator certification is the federal-sector credential for spectrum coordinators at NTIA, DISA, and the defense agencies. The FCC license (commercial or amateur depending on the role) is the commercial wireless market entry credential. Army Credentialing Assistance pays for all of them. Standards — How to Hit Each

  • ALC graduate; SLC packet building with institutional credentials and a clean NCOER profile.
    ALC is the prerequisite to SSG leadership authority — it is already done. SLC packet building starts now. The centralized SFC board reads the NCOER profile, the institutional credentials (ALC, any broadening assignments, joint duty if applicable), and the senior rater's comparative assessment. The SSG who has not started the packet build 24 months before SFC-board eligibility is the SSG who is reacting to the board instead of preparing for it. Get the SLC slot on the radar with the unit S1 and the Fort Eisenhower Signal school registration team.
  • CompTIA Security+ and RF Spectrum Analyst certified; FCC license or NTIA frequency coordinator credential in progress.
    The Signal Corps expects CompTIA Security+ at E-4 and DoDM 8140 IAT-II compliance by E-5. At SSG, the spectrum management credential stack goes further: CompTIA RF Spectrum Analyst is the technical spectrum analysis credential that maps directly to the 25E MOS. The FCC license or NTIA frequency coordinator certification is the civilian-translation credential. Army Credentialing Assistance covers the exam and study material costs.     Zero attributable errors is the standard, not the aspiration. 'Attributable' means the conflict traces back to a SAMS-E entry error, a deconfliction check skipped, a frequency modification not published. Non-attributable interference (atmospheric, intermodulation, equipment malfunction) is different — the section documents those and reports them through JSIR. The way to hit zero attributable is the Tuesday standing review: walk every open request, every expiring assignment, every pending modification. The SSG who runs the standing review has the data to defend the zero.
  • JSIR reporting workflow: zero reports overdue past the joint authority timeline in your tenure.
    The joint spectrum management authority publishes the JSIR submission timeline — it is in JP 6-01 and your theater spectrum management SOP. Pull the timeline. Write it on the section whiteboard. When an interference incident is identified, the clock starts. The SSG who knows the clock is the SSG whose JSIR reports close on time.     Before you write the NCOER, run the numbers with the rated NCO. How many active frequency assignment records were in the SAMS-E database during the rating period? What was the conflict rate? What was the JSIR resolution time? How many coalition coordination events? Those numbers are the NCOER. The rated NCO who cannot answer those questions at the NCOER counseling is the rated NCO who does not own the metrics of their job. Fix the tracking before you fix the writing.

Technical Mistakes — Concrete Consequences

  • Letting one NCO's SAMS-E database lane fall out of sync without weekly supervision.
    The joint spectrum deconfliction process runs against the database — all of it, not just the lanes that are current. When the Division G6 frequency management cell submits a deconfliction check to the theater spectrum manager, the check runs against every assignment record in the division's SAMS-E instance. One stale lane means the deconfliction output is garbage for the records in that lane, and the interference report comes back to the division naming the frequency manager who submitted the bad records. That frequency manager works for you. The root-cause document names the section NCOIC.
  • Treating the JSIR report as a paperwork obligation rather than a diagnostic tool.
    The joint spectrum management authority uses JSIR data to identify systemic interference patterns across the theater — the same frequency band generating reports from multiple units, the same coalition partner system appearing in multiple incident reports, the same geographic area showing up repeatedly. The SFC board reads hundreds of NCOERs per cycle; the narrative bullet that lacks a number is the bullet the board deprioritizes against the bullet that reads 'maintained zero attributable frequency conflict reports across 312 active assignment records during a 9-month CTC rotation cycle.' The consequence is a well-performing NCO who does not get selected because the rater did not do the NCOER work. That is on you.
  • Going to the Division G6 officer around the warrant officer (255A) on a spectrum management policy call.
    The 255A warrant officer is the technical authority on electromagnetic spectrum management decisions in the section — the officer-equivalent technical decision maker for frequency assignment policy, HAIPE encryption integration, and the spectrum management architecture. When the SSG goes directly to the G6 officer on a technical call that belongs to the warrant officer, the SSG undermines the section's trust architecture. The G6 officer will route the question back to the warrant officer anyway, and the SSG will have created an awkward dynamic that affects the NCOER senior rater relationship for the rest of the rating period.

If an SSG or SFC in your section has the NCOER profile, the technical depth, and the interest, and you do not have the honest conversation — selection rate, cost, opportunity — because you need them in the section, you are serving the section's short-term capability at the expense of the soldier's long-term career. They will find out. They will not forget. And the section will lose them anyway at the next PCS cycle.

If you are going to pursue it, SSG is the decision point. By SFC, the 255A board's preference skews toward younger candidates with more years of technical development remaining in the service. The senior NCO track runs through SLC, potential MLC if the SGM slate develops, and eventual 1SG of a signal company. The 255A track puts you in the technical authority chair for spectrum management and HAIPE encryption decisions — the officer-equivalent role the formation actually needs when the frequency environment goes contested.
