State agency purchasing goals for veteran-owned businesses
3% statutory encouragement; 5% Governor's Office ask
Washington runs two different numbers and they get conflated constantly, so know which is which. The statute encourages agencies to award 3% of procurement contracts that are exempt from competitive bidding to certified veteran-owned businesses. Separately, the Governor's Office has asked agencies to do 5% of their purchasing with veteran or servicemember-owned businesses. Neither has real teeth — treat them as door-openers, not entitlements.
