Rhode Island sets an annual goal of 3% of the total value of all state contracts for Veteran Business Enterprise participation. It sits alongside a much larger requirement — at least 15% of the dollar value of all state contracts to be performed by MBE/WBE-certified firms — so the veteran programme is the smaller of the two, and worth knowing that if you qualify under both categories. Participation is measured as a rate: the ratio of work performed on a state procurement contract or public works project by VBEs to the work performed by all contractors and subcontractors, which means subcontracted work counts toward the goal and gives you a route in below prime level.
