Statutory 3% goal for veteran-owned businesses on state contracts
Written into the Illinois Procurement Code, not a policy memo: not less than 3% of the total dollar amount of state contracts is a goal to be awarded to service-disabled veteran-owned and veteran-owned small businesses. It is a goal rather than a set-aside, so it does not guarantee you a contract — but it is what makes agencies go looking for certified firms, and Illinois publishes annual reports on whether they hit it.
