C.R.S. § 24-103-905 sets a 3% contracting goal for service-disabled veteran-owned small businesses. Read the counting rule before you build a strategy on it, because Colorado runs the opposite of Indiana here: to count toward the 3%, you must hold a DIRECT contract with the State of Colorado, and the state says plainly that subcontractors do not count toward the goal. A veteran firm subcontracting under a prime is invisible to this programme. Chase prime awards in Colorado or the goal does nothing for you.
Who qualifiesRegistered and verified as an SDVOSB through the US Small Business Administration, AND located in Colorado — incorporated or organised here, or maintaining an office or place of business here. Must hold a direct contract with the State.
