Which SDVOSB lane is actually worth competing in

Every govcon product answers “what’s open for bid?” None of them answer the question that comes first: is this market real for a firm my size, or does someone already own it? That answer is public. Here it is for the 20 largest SDVOSB set-aside markets in FY2025.

The spread is enormous and it is not what the totals suggest. Computer Facilities Management Services (541513) has 94.4% of its award value in five companies’ hands. Commercial and Institutional Building Construction (236220) — the single biggest lane by obligations — sits at 16.6%. And if you just want to win something small first, Surgical and Medical Instrument Manufacturing (339112) has a median award of $69,664.

How to read this

Everything here counts only contract awards carrying an SDVOSB set-aside code, in fiscal year 2025. Awards with zero or negative amounts are excluded — the federal award table is full of modifications and deobligations, and including them would drag every median toward nonsense.

Two dollar figures appear and they are not interchangeable. FY2025 obligations is what was obligated against that NAICS during the year. The median and quartiles describe award size — and an award’s value can span years outside this window, so award values sum to more than the year’s obligations. Reporting one as the other would overstate a lane by several times.

One honest limit: recipient names are used as USAspending reports them. Parent companies and joint ventures have not been de-rolled-up, so a high top-5 share is a strong signal to go look at the incumbents — not a precise measurement of how closed a lane is.

Questions

What does this tool actually tell me?

For each of the 20 biggest SDVOSB set-aside markets: what a typical award is worth, how much of the money the five largest firms already hold, how many distinct firms won anything, and who the incumbents are. That is enough to answer the question nobody selling govcon services wants to answer honestly — whether a lane is a real market for a firm your size or a lottery you will lose.

Where does the data come from?

USAspending.gov, fetched 2026-09-01, covering federal fiscal year 2025. It is public domain — the USAspending API repository is CC0-1.0 and federal works carry no copyright under 17 U.S.C. 105(a). Filtered to contract awards carrying an SDVOSB set-aside code, then paginated in full so the median is a real median rather than a sample of the largest awards.

Why is the median award more useful than the total?

Because a total tells you how much money exists and nothing about whether you can reach it. A lane with billions in it and a median award of several million is not accessible to a three-person firm, however large the pot. The median tells you the size of the thing you would actually be bidding on, and the quartile range under it tells you how much that varies.

What does the top-5 share mean?

The proportion of award value in that lane held by its five largest recipients. Low means the work is spread across many firms and a new entrant has somewhere to land. High means a handful of companies have it and you are realistically looking at subcontracting to one of them rather than beating them. It is computed from every award in the lane grouped by recipient, not from a top-100 list.

Could the concentration numbers overstate how closed a lane is?

Yes, in one specific way, and it is worth knowing. Recipient names come through as USAspending reports them, and we have not de-rolled-up parent companies or joint ventures. If a large firm wins through several related entities, or a mentor-protege JV appears under its own name, the true concentration could differ from what is shown. Treat a high top-5 share as a strong signal to investigate the incumbents rather than as a precise measurement.

Does a closed lane mean I should give up on it?

No — it means the realistic route is different. A concentrated lane still spends money, and the firms holding it are exactly the ones carrying subcontracting obligations on their larger contracts. Being on the list of firms a prime can call is a better use of a closed lane than bidding against the holder cold.

If a lane looks closed

That is not the end of it. Primes holding contracts over $900,000 carry subcontracting plans with a separate SDVOSB goal — the firms at the top of a concentrated lane are precisely the ones with a regulatory reason to want you on their team.
