North Carolina is the outlier, and the news is bad. The state budget enacted in July 2026 eliminated the Office for Historically Underutilized Businesses, and HUB certification — the only route a North Carolina veteran business had to a state contracting designation — stopped being recognised on 7 July 2026. Almost every guide you will find online still lists it as live. It is not. What remains here is federal and free.

A state entity inside the community college system, headquartered at Fayetteville Technical Community College, built to route federal and defence contracting opportunities to North Carolina businesses. The HUB program was eliminated — read this before you apply for anything

The July 2026 state budget abolished the Office for Historically Underutilized Businesses, and HUB certifications stopped being recognised for state contracts on 7 July 2026. Until then, HUB was the only way a North Carolina veteran-owned business got a state contracting designation, qualifying under the disabled category against a 10% state spending goal. That category and that goal are gone. The successor NC Small Business Enterprise program is explicitly race- and gender-neutral and, as of our last check, identifies no veteran or service-disabled-veteran category at all.
