Contracts up to $250,000 awardable on two quotes
The underused one. For contracts above $5,000 and below $250,000, a state agency can skip the full competitive process and award on price quotes from two or more certified DVBEs. Two quotes and you are in the running for a quarter-million-dollar contract. Agencies must consider any timely, responsive offer from a qualified DVBE.

DVBE 3% statewide participation goal
3% of state contract dollars
California sets a 3% goal for disabled veteran business enterprise participation, and most solicitations carry a mandatory minimum 3% DVBE requirement you must document or your bid is non-responsive. The detail that catches people: a DVBE that is not certified at the time of award does not count toward the department's goal at all.
Who qualifiesApplies to state contracts for construction, professional services, materials, supplies, equipment, alteration, repair or improvement. Participation must be by an OSDS-certified DVBE performing a commercially useful function.

DVBE bid incentive on low-price awards
3%–5% bid evaluation credit, capped at the lesser of 5% or $100,000
Beyond the goal, California reduces your net bid price for evaluation purposes when you commit DVBE participation: 3% incentive for 3–3.99% participation, 4% for 4–4.99%, and 5% at 5% or over. The adjustment is capped at the lesser of 5% or $100,000 of the top-ranked net bid price.
Who qualifiesBidders proposing California-certified DVBE participation on solicitations where the incentive has not been expressly waived.
