Where the Army Fixes Everything That Has a Circuit Board

Tobyhanna Army Depot is the largest C5ISR sustainment depot in the entire Department of Defense — every radar, radio, satellite ground terminal, electronic warfare system, and night-vision sight in the Army's portfolio either flows through Tobyhanna or has been touched by it. CECOM-subordinate, AMC-aligned, and structurally the workshop for 2,500+ fabrication and repair programs that keep the Army's tactical network alive. Workforce is roughly 25 active-duty to 3,100+ DA civilian electronics technicians, software engineers, RF/microwave engineers, and program managers, which means the daily rhythm is a giant industrial electronics-sustainment facility with an Army garrison footprint on top — clipboards, soldering stations, and a clean-room culture that doesn't match anyone's mental picture of the Army. The setting is the Pocono Mountains in northeastern PA — Camelback Mountain skiing is immediately adjacent, Jack Frost and Big Boulder are 20 min south, Pocono Raceway (NASCAR Tricky Triangle) hosts Cup races down the road, and Tobyhanna State Park is in the actual backyard. NYC is 2 hours east, Philadelphia 2 hours south, and Wilkes-Barre/Scranton (the regional urban anchor) is 35 min west via I-81. PA has a flat 3.07% state income tax, no local sales tax in Monroe County (just the 6% state rate), and fully exempts military retirement pay. The winters are real — lake-effect snow reaches the Poconos and structurally cold weather from November through March is the trade. The Lyme disease incidence is structurally high (PA consistently ranks top-three nationally per CDC). But the four-season outdoor recreation density punches well above the regional reputation, and the Northeast-metro access is genuinely useful.

HousingVery limited on-post housing — TYAD has had limited family housing and a 2023 USACE-administered Army family housing construction announcement at Tobyhanna indicates new build coming online; verify current availability with the housing office. Off-post in the Pocono Mountains and Wilkes-Barre/Scranton corridor — 3BR rentals $1,100-$1,700.
SchoolsNo DoDEA. Pocono Mountain School District (the local Tobyhanna catchment), Pleasant Valley SD, and East Stroudsburg Area SD serve the immediate area. Wilkes-Barre/Scranton districts (Crestwood, Dallas, Abington Heights, North Pocono) serve the western-commute housing decisions.
MedicalNo MTF on installation — TYAD is too small for a dedicated health clinic. Active-duty enrollees rely on Tricare network civilian primary care. Lehigh Valley Hospital - Hazleton, Geisinger Wyoming Valley (Wilkes-Barre), and Lehigh Valley Health Network in the Lehigh Valley are the regional anchors. Geisinger Medical Center (Danville, 1 hr 45 min) is the regional tertiary academic destination.
Spouse EmploymentModerate locally — Geisinger and Lehigh Valley Health Network are major regional employers, the Wilkes-Barre/Scranton economy has logistics (Amazon, Chewy distribution centers along I-81), and TYAD civilian DA employment. Lehigh Valley and NYC metro accessible for commute-tolerant professional spouses. Remote work viable.
Commute / GatesMain gate off PA-423 — minimal delays. Civilian-shift-driven traffic pattern (0700 and 1530 push). The Pocono Mountains roads can be structurally slow in winter (lake-effect snow, ice).
Local AreaTobyhanna sits in Monroe County in the heart of the Pocono Mountains — a four-season resort region historically known for honeymoon resorts (the legacy "Couples Capital of the World" branding has faded; the region has shifted toward family resorts, ski areas, and second-home/short-term-rental markets). Camelback Mountain (skiing, water park, mountain coaster) is immediately adjacent. Jack Frost and Big Boulder ski areas are 20 min south. Pocono Raceway (NASCAR Tricky Triangle) is in Long Pond, 15 min from the depot. The Wilkes-Barre/Scranton metro (35 min west via I-81) provides the regional urban anchor — Geisinger Wyoming Valley, the University of Scranton, retail and chain restaurants. The Lehigh Valley (Allentown/Bethlehem/Easton, 1 hr south) is a deeper job market and the closest substantial urban economy. NYC is 2 hrs east via I-80; Philadelphia is 2 hrs south via NE Extension/I-476.
RecreationCamelback Mountain skiing and snow tubing (immediately adjacent) · Jack Frost / Big Boulder ski areas (20 min) · Pocono Mountains lakes (Lake Wallenpaupack, Tobyhanna State Park, Promised Land State Park) · Delaware Water Gap National Recreation Area (45 min) · NASCAR at Pocono Raceway (15 min) · NYC weekends (2 hrs) and Philadelphia (2 hrs)
The Good
  • +Pocono Mountains four-season recreation
  • +NYC and Philadelphia both within 2 hrs
  • +Very low cost of living
  • +Strong civilian DA career-track infrastructure
The Bad
  • Civilian-dominant workforce — tiny AD population
  • Harsh winters with lake-effect snow and structural cold
  • Limited military community amenities
  • Career visibility risk for active-duty SMs

Tax & Domicile
State Income Tax
Pennsylvania: flat 3.07% individual income tax on taxable compensation income (PA DOR). Active-duty military pay earned while serving outside PA is generally not PA-taxable; refer to PA-40 instructions for the active-duty exclusion specifics. PA does not tax military retirement pay.
Sales Tax
PA state 6% + local. Monroe County does not add local sales tax (Tobyhanna residents pay 6% state only). Lackawanna and Luzerne Counties do not add local sales tax (Scranton/Wilkes-Barre residents pay 6% state only — Philadelphia and Allegheny County are the only PA jurisdictions with additional local sales tax). PA exempts most clothing, groceries, and prescription drugs from sales tax — a meaningful day-to-day cost-of-living advantage.
Vehicle Registration
PA DOT passenger registration: annual $39 base for most passenger vehicles. PA Safety Inspection required annually. PA Emissions inspection required in 25 designated counties — Monroe County is NOT in the emissions program (Tobyhanna residents skip emissions); Lackawanna and Luzerne Counties (Scranton/Wilkes-Barre area) ARE in the emissions program. Verify your housing-county requirement.
Domicile Play
SCRA preserves SLR; MSRRA extends to spouses. PA at 3.07% flat is comparatively friendly; no-tax-state SLR (TX/FL/TN/WA) still produces savings for senior officers and senior NCOs. PA fully exempts military retirement pay from state income tax, which is a relevant consideration for SMs planning to retire in-state.

Family Logistics

Childcare
CDC
TYAD CYS Services capacity is structurally limited given the small active-duty population. CSP-eligible families typically use off-post civilian licensed childcare with Fee Assistance Program offsetting cost. Verify current installation CYS arrangement with the gaining sponsor.
Off-base options
Monroe, Lackawanna, and Luzerne Counties have a developed civilian licensed childcare market — Bright Horizons, KinderCare, and locally-owned centers across the Pocono and Wilkes-Barre/Scranton corridor. Pennsylvania Department of Human Services Office of Child Development and Early Learning (OCDEL) maintains the public license registry. Fee Assistance Program offsets civilian costs.
Pets
Breed Restrictions
On-post housing footprint is limited; off-post Pocono Mountains rentals frequently carry landlord-specified breed restrictions — Pit Bull family, Rottweiler, Doberman, Chow Chow exclusions are common. Verify at lease signing. Pocono Mountains reality: deer ticks (Lyme disease and anaplasmosis are structurally high in northeastern PA — Pennsylvania consistently ranks in the top three US states for Lyme disease incidence per CDC data); black bears in Monroe County are routine; coyotes and white-tailed deer densely populate the suburban-forest interface; winter heating/cold-weather considerations for short-coat breeds.
Vet Access
No active US Army Veterinary Treatment Facility at Tobyhanna. Civilian veterinarians available across Monroe County and the Wilkes-Barre/Scranton metro. University of Pennsylvania School of Veterinary Medicine (Philadelphia, 2 hrs south) and Cornell University College of Veterinary Medicine (Ithaca, NY, 3.5 hrs north) are the regional academic veterinary teaching hospitals. Veterinary Emergency Group (VEG) locations in the Lehigh Valley provide 24/7 specialty care.

Healthcare on the Ground

MTF
No dedicated MTF on Tobyhanna Army Depot. Active-duty enrollees rely on Tricare Prime with civilian network primary care. Closest military medical resources are the small Reserve/Guard medical units in the catchment; the nearest substantial MTF is the Naval Health Clinic in the Northeast region (verify current Tricare regional MTF assignment for your specific enrollment).
Specialty Referrals
Specialty referrals route via Tricare East (Humana Military). Lehigh Valley Hospital - Hazleton, Geisinger Wyoming Valley (Wilkes-Barre), and the Lehigh Valley Health Network (Allentown) are the regional civilian anchors. Geisinger Medical Center (Danville, 1 hr 45 min) and Lehigh Valley Hospital - Cedar Crest (Allentown, 1 hr) are the regional academic tertiary destinations. Philadelphia (2 hrs) opens Penn Medicine, Children's Hospital of Philadelphia (CHOP), and the broader Philadelphia academic medical network. NYC (2 hrs) opens NYU Langone, Mount Sinai, and Memorial Sloan Kettering for specialty oncology.
Mental Health Access
Behavioral health is structurally civilian-network for the TYAD catchment given the absence of a dedicated MTF behavioral health clinic. Military OneSource 1-800-342-9647. Military Crisis Line 988 press 1. Tricare East network behavioral health in the Pocono and Wilkes-Barre/Scranton corridor is functional.
Civilian Tricare Network
Tricare East network in northeastern PA is functional — Lehigh Valley Health Network, Geisinger, St. Luke's University Health Network, and Penn State Health all participate broadly. Specialty depth is moderate locally; Philadelphia and NYC academic medical centers (each 2 hrs) close any gap for complex tertiary cases.
