Where the Navy Builds Things in the Indiana Woods

NSA Crane is the third-largest naval installation in the world by geographic area and almost nobody on the coasts knows it exists — 98 square miles of southern Indiana hardwood forest in Martin County, midway between Bedford and Vincennes, where the Navy quietly builds, tests, and stores some of the most operationally consequential gear in the fleet. NSWC Crane is the headline tenant — special mission equipment, electronic warfare, and strategic missions are the publicly-acknowledged portfolios, and 'special mission equipment' is the polite way of saying things you would not want to read about in the unclassified press release. Crane Army Ammunition Activity is the co-located Army tenant — munitions production and demilitarization at industrial scale. The workforce is structurally civilian: roughly 3,300+ DoD engineers and scientists at NSWC Crane against perhaps 50 uniformed sailors and Marines. If you arrive expecting Norfolk or San Diego, you will be confused; if you arrive expecting Wright-Patterson with worse airline service, you will be closer to the mark. Bedford is 25 minutes east — limestone-quarry country, the stone for the Empire State Building came out of these hills. Bloomington is 45 minutes northeast — IU college town, decent restaurants, a real airport ride. Indianapolis is two hours up. Indiana has a flat 3% income tax and fully exempts active-duty military pay under the Military Service Deduction, which makes IN SLR genuinely competitive for the IN-domiciled. BAH at IN399 (Bloomington MHA) covers the local rents with room to spare. Winter is cold, gray, and ice-prone. The lifestyle is Hoosier National Forest, Lake Monroe, deer season, and the slow rhythm of small-town southern Indiana. For the right career field, Crane is a structurally distinctive assignment. For everyone else, it is a culture shock.

Population~50 uniformed Navy / Marine personnel + ~3,300+ DoD civilian engineers/scientists/technicians at NSWC Crane + ~700+ at Crane Army Ammunition Activity (civilian-heavy workforce; the installation is structurally a DoD R&D and production complex with a small uniformed footprint)
Nearest AirportIndianapolis International (IND) — 2 hrs; Bloomington/Monroe County (BMG) — 45 min (general aviation, no scheduled commercial service); Louisville Muhammad Ali International (SDF) — 1 hr 45 min via I-65
HousingLimited on-installation family housing — most personnel live off-base. Off-base in Bedford (Lawrence County, 25 min east), Loogootee/Jasper (Martin/Dubois counties, 20-30 min south), Bloomfield (Greene County, 20 min north), and Bloomington (Monroe County, 45 min northeast). 3BR rents typically $900-$1,400 across the Bedford/Loogootee corridor; Bloomington premium runs $1,400-$2,000 closer to Indiana University. Bedford has the best schools and amenities mix for families.
SchoolsNo DoDEA on installation. North Lawrence Community Schools (Bedford) is the consensus choice for military families. Mitchell Community Schools (Lawrence County), Shoals Community Schools (Martin County), and Bloomfield School District (Greene County) serve the immediate area. Monroe County Community School Corporation (Bloomington) is the larger metro option and is well-regarded but adds commute. Indiana University (Bloomington) provides regional higher-education access.
MedicalBranch Health Clinic Crane — small outpatient clinic providing primary care, occupational health, and basic dental. No inpatient/ER on installation. Civilian referrals to IU Health Bedford Hospital (Bedford, 25 min) for local emergencies, IU Health Bloomington Hospital (45 min) for hospital care, and IU Health Methodist (Indianapolis, 2 hrs) or IU Health University Hospital for academic tertiary care.
Spouse EmploymentLimited market overall. NSWC Crane and its contractor ecosystem (Crane Federal Credit Union, BAE Systems, SAIC, General Dynamics, Sandia at Crane, and a deep cleared-contractor footprint) employ thousands of civilians and are the structural employer for cleared spouses with engineering or technical backgrounds. Bedford and Bloomington have healthcare, education, and retail jobs. Remote work is the path for non-cleared professional spouses.
Commute / GatesNSA Crane main gate is on Indiana State Road 558 (the Crane Boulevard / Highway 558 entry). The installation sprawls across ~98 square miles of southern Indiana — internal drives between the NSWC Crane technical buildings, the Crane Army Ammunition Activity production complex, and the Glendora Lake area can be 15-20 minutes. SR-45 connects to Bloomington, US-50 connects to Bedford. Indiana state highways are not heavily congested but ice/snow management in winter affects commutes.
Local AreaNaval Support Activity Crane is one of the most unusual installations in the Navy — a sprawling rural complex covering roughly 98 square miles of southern Indiana hardwood forest in Martin County, midway between Bedford and Vincennes. The Navy publicly describes Crane as the third-largest naval installation in the world by geographic area; verify the current ranking against NSWC Crane public-affairs materials. The mission is structurally industrial and technical: NSWC Crane is one of NAVSEA's major warfare centers and a DoD center of excellence in special mission equipment, electronic warfare, expeditionary warfare systems, and strategic missions (including work supporting the Navy strategic systems and DoD strategic capabilities programs). Co-located Crane Army Ammunition Activity is a major Army-side munitions production, storage, and demilitarization facility in the Joint Munitions Command portfolio. The off-installation experience is genuinely small-town southern Indiana: Bedford (Lawrence County seat, population ~13,000) has the limestone-quarry heritage that produced the stone for the Empire State Building and the Pentagon. Bloomington (45 min northeast, population ~80,000) is the IU college-town anchor with restaurants, music, and the Indiana University ecosystem. Indianapolis is 2 hours north. The lifestyle skews rural-outdoor — Hoosier National Forest, Lake Monroe, Patoka Lake, deer hunting, and the slower-pace Hoosier rhythm.
RecreationHoosier National Forest (200,000+ acres of public land south and east of the installation) · Lake Monroe — Indiana's largest reservoir, boating/fishing/swimming (45 min) · Patoka Lake (1 hr south) — fishing, camping, eagles · On-installation hunting (controlled deer/turkey lottery) on the Crane reservation · Indiana University athletics (Bloomington, 45 min) · French Lick / West Baden historic resorts (45 min south)
The Good
  • +Very low cost of living in a rural Hoosier setting
  • +Civilian-leaning workday rhythm — minimal deployment tempo for permanent party
  • +Massive secured land area with hunting, fishing, and outdoor rec
  • +Strong career capital for Navy civilian S&T and engineering workforce
The Bad
  • Genuinely rural — Bedford is the nearest real town, Bloomington is 45 min
  • Cold, gray Indiana winters with ice events
  • Limited spouse-employment market outside of NSWC Crane contractor ecosystem
  • No commercial airport closer than Indianapolis (2 hrs)

Tax & Domicile
State Income Tax
Indiana: flat 3.0% individual income tax for tax year 2025 (per IN Department of Revenue; scheduled to step down to 2.9% by 2027 under HEA 1001-2023). Indiana fully exempts active-duty military pay from state income tax for IN-domiciled service members under the Military Service Deduction (IC 6-3-2-4 / Form IT-40 Schedule 2 line 11). Indiana also fully exempts military retirement pay (phased in through 2022; fully effective TY2022+).
Sales Tax
Indiana state 7.0% (no local sales tax — IN does not authorize local sales tax). Same rate applies in Bedford, Loogootee, Bloomington, and across the state. Vehicle sales tax 7.0% at title transfer.
Vehicle Registration
IN BMV annual registration: passenger vehicle base fee ~$21.35 + excise tax (annual ad valorem on vehicle value, depreciating schedule) + county wheel tax/surtax (Martin County, Lawrence County, Monroe County vary). No annual safety inspection statewide. No emissions inspection required in southern Indiana counties (the IN I/M program is limited to Lake and Porter counties in NW Indiana). Initial title transfer ~$15.
Domicile Play
SCRA preserves SLR; MSRRA extends to spouses. Indiana at flat 3.0% with full military pay exemption for IN-domiciled active duty is genuinely competitive — IN SLR is actually attractive for IN-domiciled SMs whose active pay is fully deductible. No-tax-state SLR (TX/FL/TN/WA/NH/AK/NV/SD/WY) still saves at the margin for officers and senior NCOs with significant non-military income; the IN-SLR advantage on active pay closes the gap on the W-2 itself.

Family Logistics

Childcare
CDC
NSA Crane CDC operated by Navy CYP. Ages 6 weeks–5 years; full-day, hourly, before/after-school programs. MilitaryChildCare.com waitlist before PCS. Small active-duty population and substantial civilian workforce demand together drive moderate CDC capacity pressure; civilian DoD employees at NSWC Crane and CAAA are eligible per CYP enrollment priority tiers.
EDIS
EDIS (Educational and Developmental Intervention Services) coordinated for eligible birth-3 dependents through Branch Health Clinic Crane and Navy Medicine Readiness and Training Command Great Lakes (with referral to local IU Health pediatric specialists for diagnostic and therapy services). EFMP coordination required.
Off-base options
Lawrence County and Monroe County have licensed civilian childcare options — Indiana FSSA Division of Family Resources maintains the public license registry. Fee Assistance Program offsets civilian costs when CDC slots unavailable. The rural local market means options are thinner than at metro installations; church-based and small in-home daycare are common.
Pets
Breed Restrictions
On-installation housing follows Navy CNIC pet policy — restricted breeds (Pit Bull family, Rottweiler, Doberman, Chow Chow, wolf hybrids) prohibited; max 2 pets typical. Verify current installation policy at housing-office sign-in. Off-base rentals in Bedford, Loogootee, and Bloomington frequently have landlord-specified pet policies; verify at lease signing. Southern Indiana wildlife reality: white-tailed deer densely populate the Hoosier National Forest and Crane reservation; ticks (Lyme disease incidence is rising in southern Indiana per IN Department of Health surveillance); coyotes routine; the Crane reservation supports a managed deer population with controlled hunting access.
Vet Access
No on-installation small-animal veterinary clinic for personal pets (Crane has working-dog support but not a routine personal-pet vet clinic). Civilian veterinarians in Bedford, Loogootee, and Bloomington. Purdue University College of Veterinary Medicine (West Lafayette, 2.5 hrs north) is the regional teaching/specialty resource — one of the top vet schools in the country.

Healthcare on the Ground

MTF
Branch Health Clinic Crane (under Naval Health Clinic Charleston / Navy Medicine Readiness and Training Command catchment per current alignment) — small outpatient clinic, primary care, occupational health, basic dental. No inpatient/ER capability. crane.tricare.mil.
Specialty Referrals
Specialty referrals via Tricare East (Humana Military). IU Health Bedford Hospital (Bedford, 25 min) is the closest civilian community hospital. IU Health Bloomington Hospital (Bloomington, 45 min) is the regional civilian anchor with broader specialty depth. IU Health Methodist Hospital (Indianapolis, 2 hrs) and IU Health University Hospital are the regional academic tertiary destinations — IU School of Medicine is the academic anchor. Norton Healthcare and UofL Health (Louisville, 1 hr 45 min south) are alternative tertiary destinations for southern Indiana families.
Mental Health Access
Branch Health Clinic Crane provides limited behavioral health support. Civilian network (Centerstone, IU Health Behavioral Health, and the rural-Indiana mental-health provider network) supplements via Tricare. Military OneSource 1-800-342-9647. Military Crisis Line 988 press 1. Civilian DoD workforce (the larger population at Crane) accesses behavioral health through their federal employee benefits (FEHB) rather than Tricare.
Civilian Tricare Network
Tricare East network in southern Indiana is functional but thinner than metro markets — IU Health (the dominant integrated health system in central/southern Indiana) and Indiana University School of Medicine participate. Specialty depth at the local Bedford/Loogootee level is limited; Bloomington and Indianapolis catchments fill the gap for complex care.
