The End of US 1 — Sundowners, Drug Boats, and Snorkel-Adjacent Living

NAS Key West is the southernmost continental US Navy installation, perched on Boca Chica Key at the end of US 1, 113 miles of two-lane bridges from the Florida mainland and 90 miles from Havana. The signature tenant is VFC-111 "Sundowners," a Navy Reserve adversary squadron flying F-5N Tiger IIs as the bad guys in fleet air combat training — they get paid to lose to fleet Hornets and they wear it on the patch. The other signature tenant is Joint Interagency Task Force South (JIATF-S), a USSOUTHCOM joint command that runs maritime and air counter-narcotics interdiction across the entire Caribbean and eastern Pacific — your tax dollars at work catching go-fast boats. The Army Special Forces Combat Diver Qualification Course operates from Fleming Key, which means there are Green Berets in scuba gear in the harbor on any given morning. The recruiter said 'paradise' and he wasn't lying — Fort Zachary Taylor's beach is on base, the Florida Reef Tract is a 20-minute boat ride, and Duval Street is what happens when Hemingway, Jimmy Buffett, and a cruise ship all crashed into the same intersection. He forgot to mention that 3BR rentals on Stock Island start at $4,000, the BAH is high but Florida Keys housing is structurally scarce because the whole place is a sandbar, and Hurricane Irma in September 2017 was a Category 4 that flattened parts of the Lower Keys and took years to recover from. Florida has no state income tax. The drive to a real hospital is three and a half hours. Your kids will learn to swim before they learn to ride a bike. Your liver will not survive Mallory Square Sunday.

Population~3,400 military and civilian personnel including JIATF-S; dependents and the broader Tricare-eligible community add several thousand more
Nearest AirportKey West International (EYW) — 5 min (adjacent to base, limited regional flights via American, Delta, United, Silver Airways; most CONUS connections via MIA or FLL); Miami International (MIA) — ~3.5 hrs north via US 1; Fort Lauderdale-Hollywood (FLL) — ~4 hrs
HousingLimited on-base family housing managed by Balfour Beatty Communities at Trumbo Point, Sigsbee Park, and Peary Court — waitlists are long. Off-base on Stock Island, Big Coppitt Key, Cudjoe Key, Summerland Key, and Big Pine Key is the practical default. The Florida Keys rental and purchase market is structurally among the most expensive in CONUS — 3BR rentals routinely $3,500-$5,000+, home prices reflect resort/island scarcity. BAH for MHA FL069 (Florida Keys) is high but the market routinely exceeds it.
SchoolsMonroe County School District serves all of the Keys — Sigsbee Charter School (K-8) on base is well-regarded and serves military families with priority. Off-base options include Gerald Adams Elementary, Horace O'Bryant School (K-8), and Key West High School. The county district is small (~8,500 students total across all Keys) and ratings vary by school.
MedicalNaval Branch Health Clinic Key West (one of six branch clinics under Naval Hospital Jacksonville) provides primary care and limited specialty on base. No inpatient capability. Lower Keys Medical Center (Stock Island, 5 min from base) is the closest civilian acute care. Complex specialty and trauma care routes to Jackson Memorial Hospital and other Miami-Dade tertiary centers (~3.5 hrs) via US 1 or medevac flight when needed.
Spouse EmploymentStructurally limited — Key West's economy is dominated by tourism, hospitality, and fishing. Professional white-collar opportunities are thin. JIATF-S and contractor support to the base are the primary on-base civilian pipeline. Remote work is increasingly viable but the geographic isolation is real. Tourism-sector jobs are abundant but seasonal/low-wage.
Commute / GatesNAS Key West has multiple sub-installations — Boca Chica Field (the main airfield, 10 min east of Key West on US 1), Trumbo Point (Naval Air Station Key West HQ, on Key West proper), Sigsbee Park (housing area, on the north side of Key West), and Fleming Key (special operations training and storage). Cross-installation driving via US 1 is the daily reality. US 1 traffic between Boca Chica and Key West can be slow during tourist season.
Local AreaKey West is the southernmost city in the continental United States — closer to Havana (90 miles) than to Miami (160 miles). It is structurally a small island (4 sq mi) at the end of US 1, separated from the mainland by 113 miles of Overseas Highway across 42 bridges. The Conch Republic lifestyle is real — laid-back, eccentric, fishing-and-diving-and-sunset-oriented. Hemingway lived here in the 1930s and his house on Whitehead Street is still there with the six-toed cats. Duval Street is the touristic spine; the quieter side streets, Old Town historic district, and the residential areas in Stock Island and the Lower Keys are where actual islanders live. The vulnerability that you must internalize: the Keys are hurricane-exposed in a structural way that affects every long-term decision. Hurricane Irma (September 2017) was a Category 4 direct strike on the Lower Keys; the recovery took years.
RecreationWorld-class scuba diving on the Florida Reef Tract (only living coral barrier reef in CONUS) · Fort Zachary Taylor State Park beach and historic fort · Dry Tortugas National Park (day trip by ferry or seaplane) · Duval Street, Mallory Square sunset celebration, Hemingway House · Sport fishing — sailfish, marlin, mahi-mahi, tarpon
The Good
  • +Florida — no state income tax
  • +Tropical island living year-round, dive culture is world-class
  • +Genuine bragging-rights duty station
  • +JIATF-S and adversary aviation are highly specialized mission sets
The Bad
  • Hurricane-exposed (Cat 4 Irma 2017 was a direct hit)
  • Extreme cost of living — Florida Keys housing is among the priciest in CONUS
  • Geographic isolation — US 1 is the only road in/out
  • Small island, limited dependent specialty care

Tax & Domicile
State Income Tax
Florida: no state income tax (per FL Department of Revenue). Florida is one of nine no-tax states and the canonical Southeast SLR destination for career military.
Sales Tax
FL state 6% + Monroe County 1.5% = 7.5% combined in the Florida Keys. No income tax counterweight means FL leans on sales tax and tourism levies.
Vehicle Registration
FL Department of Highway Safety & Motor Vehicles annual registration $14.50-$32.50 by weight + initial registration fee ($225) for first-time FL titling. No annual safety inspection. No statewide emissions inspection. Initial FL sales/use tax 6% state + local on vehicle purchase value — non-resident military exemption applicable under SCRA with proper documentation. Monroe County total vehicle tax rate 7.5%.
Domicile Play
SCRA preserves SLR; MSRRA extends to spouses. FL SLR is one of the cleanest no-tax-state moves in the Navy — the establishment process (FL driver license, voter registration, vehicle title, declaration of domicile) is well-understood by base legal. For SMs arriving from a tax state, the orientation to FL residency in the first 30-60 days is the move. TX/TN/WA/NV alternatives if SLR predates the assignment.

Family Logistics

Childcare
CDC
NAS Key West Child Development Center operated by Navy Region Southeast CYP. Ages 6 weeks–5 years; full-day and hourly programs. MilitaryChildCare.com is the canonical waitlist — capacity is limited given the small installation footprint.
EDIS
EDIS access for ages birth-3 routes through Naval Branch Health Clinic Key West and Naval Hospital Jacksonville coordination; on-island EDIS resource availability is limited compared to larger MTFs. EFMP enrollment is structurally important — verify the local network supports any complex needs before accepting orders.
Off-base options
Off-base licensed childcare in Key West, Stock Island, and the Lower Keys is limited compared to mainland markets. FL Department of Children and Families maintains the public license registry. Fee Assistance Program offsets civilian costs when CDC slots unavailable.
Pets
Breed Restrictions
Balfour Beatty Communities NAS Key West housing follows Navy restricted-breed policy: Pit Bull family, Rottweiler, Doberman Pinscher, Chow Chow, wolf hybrids prohibited. Max 2 pets typical. Verify current Balfour Beatty policy at lease signing.
Vet Access
Limited on-base veterinary services. Civilian veterinarians on Key West and Stock Island handle routine care. Specialty/emergency veterinary care typically routes to Miami-Dade (3.5 hrs north on US 1). University of Florida College of Veterinary Medicine (Gainesville, ~8 hrs) is the regional academic teaching/specialty resource.

Healthcare on the Ground

MTF
Naval Branch Health Clinic Key West — one of six branch clinics under Naval Hospital Jacksonville. Outpatient primary care, flight medicine, basic specialty, pharmacy, and dental. No inpatient capability; no ER; no L&D. Location: 1300 Douglas Circle, Building L-48, Key West.
Specialty Referrals
Specialty care routes to the Tricare network. Lower Keys Medical Center (Stock Island, 5 min) is the closest civilian acute community hospital. Mariners Hospital (Tavernier, Upper Keys, ~1.5 hrs) and Fishermen's Community Hospital (Marathon, ~50 min) cover the middle Keys. Complex specialty, trauma, and most surgical care routes to Miami-Dade tertiary centers (Jackson Memorial, University of Miami Health, Baptist Health, Nicklaus Children's) ~3.5 hrs north via US 1, or via medevac air transport when clinically required.
Mental Health Access
Behavioral health at NBHC Key West for active duty; family members route to Tricare network. The structural isolation and aircrew operational tempo make behavioral health access important. Military OneSource 1-800-342-9647. Military Crisis Line 988 press 1.
Civilian Tricare Network
Tricare East network in the Keys is functional but specialty-limited — Lower Keys Medical Center participates locally. The depth of network access opens substantially in Miami-Dade. The 3.5-hr US 1 commute or medevac structure is the practical reality for complex care needs.
