The Airfield in the Middle of the City

MCAS Futenma is the most geographically and politically distinctive airfield in the Marine Corps — a runway in the middle of Ginowan City with no buffer zone, dense urban Ginowan completely surrounding the perimeter, and a decades-long bilateral conversation about its future built into the institutional context of every tour. The 1996 SACO agreement committed both governments to closing Futenma and relocating its capabilities; the Futenma Replacement Facility (FRF) at Camp Schwab / Henoko has been under construction with repeated timeline slips ever since. Treat the relocation as a real but not-near-term bilateral process and plan your tour like the airfield is operating, because it is. The Marine Corps actually here: Marine Aircraft Group 36 — VMM-262 Flying Tigers and VMM-265 Dragons flying MV-22B Ospreys, HMH-462 Heavy Haulers with CH-53E Super Stallions, AH-1Z and UH-1Y light attack and utility rotations, KC-130J detachment support, and the MALS-36 and MWSS-172 sustainment infrastructure that keeps the whole MAG running. If you are an aviation Marine, MAG-36 is one of the most career-distinguishing rotary/tiltrotor assignments in the inventory. The quality-of-life situation is better than the city-airfield geography suggests, because Futenma is 10 minutes from Camp Foster — USNHO, DoDEA Pacific schools, the big MCX, the commissary, and the Chatan Seawall sunset bar scene are all in immediate range. The political sensitivity is real and it shapes off-base liberty conduct in ways the briefings will explain on day one. The Ospreys don't sleep. Neither does Ginowan. The diving is world-class. The ramen is better than the briefings.

Nearest AirportNaha Airport (OKA) — 25-35 min via Route 58 (commercial); Kadena AB — 20 min (military air); Futenma itself supports rotary/tiltrotor/KC-130 ops, not commercial pax
HousingLimited on-base family housing — most accompanied families assigned to Futenma live in Foster-area on-base towers or off-base in Ginowan, Chatan, or Yomitan with OHA. Single Marines barracks on Futenma. Foster-Futenma drive is 5-10 min, making Foster-area housing the common solution. OHA rates set by per diem committee; Ginowan and Chatan have the densest English-friendly rental inventory.
SchoolsNo DoDEA schools on MCAS Futenma — DoDEA Pacific cluster is on/adjacent to Camp Foster (Kubasaki HS, Lester MS, Bechtel ES, Killin ES, Zukeran ES). Foster is 10 min from Futenma, so school logistics are not a constraint here the way they are at the northern camps. International School Okinawa (private, English-medium) is a Foster-area alternative.
MedicalBranch Health Clinic on MCAS Futenma for routine aviation medicine, primary care, and flight physicals. U.S. Naval Hospital Okinawa (USNHO) on Camp Foster (10 min) is the regional MTF — full hospital, ER 24/7, L&D, NICU, surgical, most specialties. Largest Navy hospital overseas. Adventist Medical Center (Chatan) is the most SOFA-familiar Japanese civilian hospital nearby.
Spouse EmploymentSOFA status limits direct Japanese employment. On-base options at Futenma are smaller than Foster — MCCS Futenma, MAG-36 admin contractor roles, and a limited set of NAF positions. Foster (10 min) has the broader on-base spouse job market on Okinawa (MCCS Okinawa HQ, USNHO, DoDEA Pacific). Remote work with US employers is increasingly the practical default.
Commute / GatesThree gates around the airfield perimeter. Route 58 (the north-south central-Okinawa spine) bottlenecks at rush hour. Futenma is uniquely urban — there is no off-base buffer; the city of Ginowan literally surrounds the perimeter. Foster-Futenma is a 5-10 min city drive. Northbound (Hansen, Schwab) commutes are 30-60 min.
Local AreaMCAS Futenma sits in the dead center of Ginowan City — the airfield is famously surrounded by dense urban development on all sides with no buffer zone. This urban-airfield geography is the structural fact that has driven the decades-long political debate about the airfield's future. The 1996 Special Action Committee on Okinawa (SACO) agreement between the United States and Japan, following the 1995 incident, committed both governments to closing MCAS Futenma and relocating its capabilities. The current bilateral plan is the Futenma Replacement Facility (FRF) under construction at Camp Schwab / Henoko in northern Okinawa — an offshore reclamation runway project that has been politically contested at the prefectural and national level for decades. The construction timeline has slipped repeatedly through multiple Japanese and US administrations; the political process is ongoing. For purposes of an active assignment, treat Futenma as an operational airfield on an indefinite operational timeline — the relocation is real but not imminent on any individual tour.
RecreationChatan Seawall and American Village (15 min) — central-Okinawa expat dining and shopping hub · Sunabe Seawall diving and snorkeling (10 min) — one of the most-divable shore-entry sites on Okinawa · Maeda Point / Blue Cave diving (30-40 min north) · Kerama Islands ferry from Naha (one of the best dive destinations in the Pacific) · Shuri Castle and Naha (25 min) · Cheap flights to Tokyo / Seoul / Bangkok / Manila / Taipei from Naha · MWR Tours+ outdoor recreation and the MAG-36 community squadron events
The Good
  • +Aviation career signal — MAG-36 is the III MEF rotary/tiltrotor center of gravity
  • +Foster-adjacent — USNHO and DoDEA schools within 10 min
  • +Chatan and Ginowan amenities immediate
  • +Okinawan food, culture, and Pacific travel access
The Bad
  • Urban-airfield environment — surrounded by Ginowan city on all sides, no off-base buffer
  • Decades-long political pressure around the airfield's location and replacement
  • Liberty conduct scrutiny is highest on Okinawa
  • Typhoon season impacts air operations and travel

Tax & Domicile
State Income Tax
N/A locally — US-Japan SOFA exempts US military pay from Japanese national and prefectural income tax. SCRA preserves stateside SLR; MSRRA extends to spouses. No-tax-state SLR (TX/FL/TN/WA/NH/AK/NV/SD/WY) is the common career-Marine move.
Sales Tax
Japan consumption tax 10% standard (8% reduced for food/drink and certain qualifying items). On-base MCX purchases are at military pricing. SOFA Tax-Free Form (Form 3) available for qualifying off-base purchases at participating vendors — register the form at the Tax Relief Office on Foster before purchase.
Vehicle Registration
SOFA-status POVs on Y-plates require Japanese Compulsory Insurance (JCI/shaken) every 24 months. Inspection center for Okinawa is in Urasoe City (~15 min south of Futenma). MCIPAC MCBBO 11240-1 governs SOFA vehicle registration. Vehicle Registration Office on Foster handles new arrivals — register within 30 days of arrival per the order.
Domicile Play
OCONUS does not change SLR — SCRA preserves whatever state SLR you held arriving. MSRRA extends to spouses. Japanese resident tax is generally not applied to SOFA-status renters under the SOFA framework. Liberty conduct issues with off-base legal exposure can become a SOFA jurisdictional question — Camp Foster LSSS is the resource if it ever comes up; given the visibility of Futenma off-base conduct, this is taken seriously at command level.

Family Logistics

Childcare
CDC
MCAS Futenma CDC operated by MCCS Okinawa Child & Youth Programs — ages 6 weeks through 12 years (CDC + School Age Care). Smaller capacity than Foster CDCs; many Futenma-assigned families use Foster-area CYP for school-age children. MilitaryChildCare.com is the canonical waitlist — start before PCS.
EDIS
EDIS (Educational and Developmental Intervention Services) coordinated through USNHO (Foster) and DoDEA Pacific for ages birth-3 with developmental needs. EFMP is the entry point.
Off-base options
Japanese hoikuen (daycare) in Ginowan and Chatan operate in Japanese. International preschools (English-medium) are available in Chatan and Okinawa City but seats are limited. MCCS Family Child Care (in-home licensed providers on base) is an alternative when CDC slots are full.
Pets
Breed Restrictions
MCIPAC family housing follows a restricted-breed policy similar to Marine CONUS — Pit Bull family, Rottweiler, Doberman Pinscher, Chow Chow, and wolf hybrids prohibited. Max 2 pets in family housing. Off-base Japanese landlords often have their own pet restrictions — confirm at lease signing.
Vet Access
Camp Foster Veterinary Treatment Facility (US Army Veterinary Corps) is the regional Army VTF for Marine pets on Okinawa — 10 min from Futenma. Appointments fill fast. Japanese veterinarians in Ginowan and Chatan are excellent but operate in Japanese unless bilingual. Register pets at the VTF within 14 days of arrival per MCBBO.
OCONUS Entry
Japan entry: ISO 11784/11785 15-digit microchip BEFORE rabies vaccinations; two rabies vaccinations; FAVN rabies titer ≥0.5 IU/mL drawn at an approved lab; 180-day waiting period between titer draw and arrival in Japan (per USDA APHIS and Japan AQS). Advance Notification Form to AQS ≥40 days before arrival. Plan ~6+ months ahead of PCS — the 180-day clock is the most common Marine-family pet-import failure point. Animals arriving before the 180-day clock completes are quarantined at an AQS facility for the remaining days.

Healthcare on the Ground

MTF
MCAS Futenma Branch Health Clinic — outpatient primary care, aviation medicine, flight physicals. No ER, no inpatient. USNHO at Foster (10 min) is the regional MTF for inpatient, ER, surgery, L&D, and specialty care.
Specialty Referrals
U.S. Naval Hospital Okinawa at Camp Foster (10 min) — full hospital, 24/7 ER, L&D, NICU, surgical capability. Most specialty referrals route through USNHO. Complex cases medevac to Tripler (Hawaii) or LRMC (Germany). Adventist Medical Center (Chatan, ~10-15 min) is the SOFA-familiar Japanese civilian hospital nearby.
Mental Health Access
Futenma BHC behavioral health support; deeper resources at USNHO Mental Health Department on Foster. Embedded BH at MAG-36 level. Military OneSource 1-800-342-9647 (toll-free from Japan). Military Crisis Line 988 press 1 (accessible from Japan).
Civilian Tricare Network
Tricare Overseas — International SOS coordinates Japanese provider network. Adventist Medical Center (Chatan) and Okinawa Chubu Hospital are the central-Okinawa civilian anchors familiar with SOFA patients. Bilingual provider coordination through USNHO patient liaison or International SOS.
