Joint Base Anacostia-Bolling is the only major DoD installation actually inside Washington, DC — the rest of the NCR's military footprint is in Virginia or Maryland. Bolling AFB and Naval Support Facility Anacostia merged into one joint base on October 1, 2010, and the result is a 905-acre installation on the east bank of the Potomac that hosts an unusual concentration of headquarters: Defense Intelligence Agency (since 1987 — DIA's main campus is here), Air Force District of Washington, Naval District Washington, the 11th Wing (the joint base host), and Marine Helicopter Squadron One — the Presidential support squadron flying "Marine One," with a heliport on the river side of the post. If you're DIA, AFDW, or HMX-1, your work address is JBAB and your daily life is on-base. If you're administratively assigned to JBAB but doing your real job at the Pentagon, your commute crosses the 14th Street Bridge or the river by Metro. The location is honest: SE DC, with Anacostia immediately north and the neighborhoods around the gate uneven enough that the in-processing safety brief explicitly addresses them. On-base, Liberty Military Housing's family inventory is solid and the lifestyle infrastructure (MWR, commissary, exchange, fitness, the Anacostia waterfront on the base's east edge) is mature. The Wharf, Navy Yard, Nationals Park, and the Smithsonian are 15-20 min away across the bridge. BAH at $3,132 (E-5 deps) is among the highest in CONUS — and the NCR will absorb it. School choice forces most family decisions to NoVA or PG County. The Metro Green line is a real option.

HousingLiberty Military Housing manages on-base housing — substantial family-housing inventory across both the old Bolling AFB side and the old Naval Support Facility Anacostia side. Waitlists vary by bedroom count and rank. Off-base in VA (Alexandria, Springfield), MD (PG County, Bowie, Waldorf), and SE DC. 3BR off-base rents from $2,500 (PG County) to $4,500+ (Alexandria/Arlington).
SchoolsDC Public Schools (DCPS) and DC public charter schools serve the on-base/in-District population — quality varies dramatically by school; out-of-boundary lottery (My School DC) is the practical mechanism. Most assigned families with school-age kids commute from Northern Virginia (Arlington, Alexandria, Fairfax — strong districts) or Prince George's County, MD. No DoDEA on JBAB.
MedicalAir Force Medical Clinic (Malcolm Grow Medical Clinics and Surgery Center is at Joint Base Andrews — separate installation; JBAB has a smaller Bolling Family Health Clinic). Walter Reed National Military Medical Center (Bethesda, MD) is the NCR military hospital; Fort Belvoir Community Hospital is the secondary military hospital.
Spouse EmploymentNational Capital Region spouse job market is exceptional — federal civilian (every cabinet department), defense contracting (Beltway corridor), think tanks, law, lobbying, healthcare, tech, education. PMP/security-cleared spouses have one of the strongest job markets in the country. Remote-work culture is mature.
Commute / GatesJBAB main gate is off South Capitol Street (DC) — gate traffic backs up during AM/PM rush. The big commute story is everything else: the 11th Street Bridge / Frederick Douglass Memorial Bridge across the Anacostia, the 14th Street Bridge into Virginia, and the I-295/I-395/I-495 connections that handle NCR traffic. Metro Green line (Anacostia, Congress Heights stations) is within reach and a realistic alternative for some.
Local AreaJBAB sits on the east bank of the Potomac in the SE quadrant of DC, immediately south of the Anacostia neighborhood and across the river from Reagan National Airport. The base itself is well-secured and the on-base housing and quality-of-life infrastructure (MWR, commissary, exchange) are solid. The neighborhoods immediately outside the gate (Congress Heights, Bellevue, Washington Highlands) have struggled historically and the safety brief mentions them. The Wharf (SW DC waterfront) is a 15-min drive across the bridge and is unrecognizable from 10 years ago — new restaurants, a concert venue, water taxis. Nationals Park and the Navy Yard area is the local sports/entertainment hub. The Smithsonian, the National Mall, and the museums are 15-20 min by car or Metro.

The Good
  • +Inside the District — Metro access to the National Mall
  • +DIA, AFDW, and Naval District Washington HQs on-base
  • +Smithsonian and NCR cultural density
  • +Reagan National 15 min
The Bad
  • SE DC neighborhoods surrounding the gate are uneven
  • NCR cost of living is structural
  • Most assigned personnel work in the Pentagon or downtown DC, not on the base
  • Limited family housing — most personnel commute from VA or MD

Tax & Domicile
State Income Tax
District of Columbia (if you reside in DC, including on-base JBAB): graduated 4.0% to 10.75% individual income tax (6.5% bracket starts at $40,000; 8.5% at $60,000; 9.75% at $500,000) per DC OTR. Virginia (NoVA residents): graduated 2.0% to 5.75% (top bracket at $17,000). Maryland (PG/Charles/AA residents): graduated 2.0% to 5.75% state + local county piggyback (PG and Charles 3.20%, AA 2.81%).
Sales Tax
DC 6.0% (restaurant meals 10%); VA 6.0% combined NoVA (4.3% state + 1.7% local/regional); MD 6.0%. Groceries: VA exempts most, DC and MD exempt unprepared food.
Vehicle Registration
DC DMV registration weight-based ($72-$155 typical for passenger). DC vehicle excise tax 6-10.45% on purchase or first DC registration (military exemption available for non-DC-domicile SMs with proof of out-of-state title — verify at DC DMV). VA DMV $40.75 + local PPT (Arlington $5.00 per $100, Fairfax $4.57 per $100, partially relieved per VA PPT Relief Act). MD MVA fee schedule. No annual safety inspection in DC; biennial emissions inspection in DC. NoVA emissions inspection required biennially.
Domicile Play
SCRA preserves SLR; MSRRA extends to spouses. DC's top brackets (8.5% at $60K, 9.75% at $500K) are punitive at NCR pay levels — almost no career SM intentionally claims DC SLR. No-tax-state SLR (TX/FL/TN/WA) is the standard play and saves five figures annually at O-grade and senior-NCO pay. The MSRRA spouse election is high-value here — IC-contracting and federal-civilian spouses can elect the SM's SLR state and avoid DC/VA/MD wage tax on W-2 earnings.

Family Logistics

Childcare
CDC
JBAB CDCs on the Bolling and Anacostia sides — operated by the 11th FSS / AF FCC and NDW CYP integrated under the joint base. Ages 6 weeks-5 years; full-day, hourly, before/after-school. MilitaryChildCare.com is the canonical waitlist — NCR-wide CDC demand is structural and waitlists for infant slots commonly run 6-12 months across the NCR network (JBAB, Pentagon CDC, JBMHH, Belvoir, Quantico, Meade draw from the same demand pool).
EDIS
EDIS (Educational and Developmental Intervention Services) coordinated through MTF referral for ages birth-3 with developmental needs. EFMP services across the NCR are well-staffed given the population density.
Off-base options
DC, Arlington, Alexandria, Fairfax, and PG County have deep but expensive licensed civilian childcare markets. DC OSSE, VDSS, and MSDE maintain the respective public license registries. Fee Assistance Program offsets civilian costs; the NCR is a heavy FAP-utilization region.
Pets
Breed Restrictions
Liberty Military Housing JBAB follows the host-service restricted-breed policies: Pit Bull family, Rottweiler, Doberman Pinscher, Chow Chow, wolf hybrids prohibited. Max 2 pets typical. Verify at lease signing.
Vet Access
JBAB Veterinary Treatment Facility on installation (US Army Veterinary Corps; serves the joint base population). Civilian veterinarians dense across NoVA, MD, and the District. Virginia-Maryland College of Veterinary Medicine (Blacksburg) and Penn Vet (Philadelphia, 2.5 hrs) are the regional academic/teaching/specialty resources.

Healthcare on the Ground

MTF
Bolling Family Health Clinic at JBAB — outpatient primary care, no inpatient, no ER. The Malcolm Grow Medical Clinics and Surgery Center at Joint Base Andrews (40 min east) is the Air Force's regional NCR ambulatory-surgery and primary-care hub. jbab.tricare.mil.
Specialty Referrals
All inpatient and most specialty care routes through the NCR MTF network: Walter Reed National Military Medical Center (Bethesda, MD — 30-45 min in traffic, the DoD's flagship academic medical center, Level I-equivalent capability) is the primary referral destination; Fort Belvoir Community Hospital (45 min south) is the secondary military hospital. Civilian Tricare via MedStar Washington Hospital Center, Children's National (DC), Inova (Fairfax), and Johns Hopkins (Baltimore, 45 min) participate.
Mental Health Access
Bolling clinic behavioral health and embedded behavioral health for the operational wings/groups. IC-population mental-health considerations are a recognized clinical reality given the DIA workforce. Military OneSource 1-800-342-9647. Military Crisis Line 988 press 1.
Civilian Tricare Network
Tricare network in the NCR is among the deepest in the system. Specialty depth is exceptional; complex/rare cases handled in-region without traveling.
