Andersen is where the Air Force parks the bombers that keep PACAF planners up at night — B-52s from Minot, B-1s from Dyess, and the occasional B-2 from Whiteman cycle through on Bomber Task Force deployments like a strategic-strike conveyor belt. The 36th Wing is the world's most overworked landlord. Guam is an unincorporated US territory that's been continuously inhabited for 3,500 years, was Spanish for nearly three centuries, occupied by Japan for 31 brutal months in WWII, and has been US since 1944 — and the Chamoru community will tell you all of that with a generosity that most CONUS bases don't earn. The recruiter said 'tropical paradise' and he wasn't fully lying — Tarague Beach, Tumon Bay diving, jungle hikes to ancient latte stones — but he forgot to mention Typhoon Mawar in May 2023, which was a Category 4 direct hit that damaged or destroyed nearly 500 base structures and is still costing the Air Force an estimated $9.7 billion in MILCON to fully recover from. The COLA helps but does not erase the fact that a gallon of milk on Guam costs what a steak does in Tennessee. There is no state income tax because Guam administers its own under IRC §935 — your DRT 1040 looks identical to the federal one because it literally is the federal one with 'Guam' written at the top. The cross-island commute to Naval Base Guam is 45 minutes when it isn't raining and 75 minutes when it is. Your kids will learn to snorkel before they learn long division. Your car will rust faster than your TSP grows.

Commute / GatesAndersen sits on the north end of Guam; cross-island commute to Naval Base Guam (Apra Harbor) is 45-60 min one-way and a routine fact of life for joint-service families. Marine Corps Drive (Route 1) is the spine and floods during heavy rain.

Tax & Domicile
State Income Tax
Guam is a US territory and does not impose a separate state income tax. Under IRC §935 (mirror code), the Guam Department of Revenue & Taxation (DRT) administers a territorial income tax that mirrors the federal IRC — bona fide Guam residents during the full tax year file with DRT (not the IRS), and non-resident SMs continue to file with their State of Legal Residence under SCRA.
Sales Tax
Guam imposes a 5% Business Privilege Tax (BPT, formerly Gross Receipts Tax) on most retail sales — functionally similar to a sales tax but charged to the seller and passed through in pricing. No separate local sales tax.
Vehicle Registration
Guam DRT administers vehicle registration. Annual registration fee scales by vehicle weight (typically $50-150). Safety inspection required annually. Vehicles imported from CONUS pay a use tax (4%) at first Guam titling. POV shipment to Guam is authorized under JTR for accompanied OCONUS tours.
Domicile Play
SCRA preserves SLR throughout the OCONUS Andersen tour — most SMs maintain their existing US state SLR (TX/FL/TN/WA SLR is the typical no-tax-state play). MSRRA extends to the spouse if the spouse is also present on Guam. An accompanied Guam tour is not typically a strong moment to establish Guam residency (the territorial tax and DRT filing complexity rarely improves the math for most SMs).

EDIS
EDIS (Educational and Developmental Intervention Services) coordinated through the 36th Medical Group and US Naval Hospital Guam for ages birth-3. EFMP enrollment is structurally important for Guam tours — limited specialty pediatric care on island means EFMP categorization affects assignment viability for families with complex needs.
Off-base options
Off-base licensed childcare in Yigo, Dededo, and central villages exists but is limited compared to CONUS markets. Many spouses form informal childcare networks within the Andersen community. Fee Assistance Program offsets civilian costs where available.
Pets
Breed Restrictions
Andersen on-base housing follows USAF pet policy: max 2 pets per household; standard restricted breeds (Pit Bull family, Rottweiler, Doberman Pinscher, Chow Chow, wolf hybrids) prohibited in privatized housing. Verify current policy with the housing office at lease signing.
Vet Access
Andersen Veterinary Treatment Facility on installation (US Army Veterinary Corps — supports both AF and Navy tenants on Joint Region Marianas). Civilian veterinarians on Guam are limited; specialty veterinary care (oncology, cardiology) requires shipment off-island.
OCONUS Entry
Guam pet import is administered under USDA APHIS and Guam Department of Agriculture rules. Guam is rabies-free and the import process requires the pet to have a current rabies titer (RNATT/FAVN), microchip, health certificate (APHIS Form 7001), and pre-arrival quarantine arrangements. Plan 6-7 months ahead for the titer-and-quarantine timeline; pets that fail the import process face quarantine at Guam Department of Agriculture facilities at the SM's expense. Some breeds and exotic species are prohibited entirely. Coordinate with the gaining unit pet liaison and the Guam Department of Agriculture Animal Quarantine Office well before PCS.

Healthcare on the Ground

MTF
36th Medical Group Clinic on Andersen — outpatient primary care, flight medicine, basic specialty, pharmacy, and dental. No inpatient capability. US Naval Hospital Guam (NHG) at Agana Heights (~30 min south) is the only DoD inpatient facility on Guam, providing 24/7 ER, inpatient, L&D, surgical, and core specialty care for the entire Joint Region Marianas footprint.
Specialty Referrals
NHG specialty depth is moderate — internal medicine, general surgery, OB/GYN, pediatrics, and behavioral health are in-house; sub-specialty care (oncology, cardiology interventional, neurosurgery, high-risk OB) routinely medevacs to Tripler Army Medical Center (Honolulu, 8-hr flight) or CONUS military medical centers. Guam Memorial Hospital and Guam Regional Medical City are the Tricare-network civilian alternatives but specialty depth varies.

Tricare Overseas / International SOS administers the off-base civilian network in Guam. Guam Memorial Hospital (Tamuning) is the civilian Level III-equivalent; Guam Regional Medical City (Dededo) is the newer private hospital. Specialty depth is structurally limited compared to CONUS — plan for medevac for complex care.
