Portland State University

Portland State University cadets train under the University of Portland's Pilot Battalion, headquartered on the UP campus in North Portland. PSU and UP are the two primary schools in the Pilot Battalion alongside Eastern Oregon University. PSU's in-state tuition is among the lowest of any school in this battalion structure, making ROTC scholarship offsets particularly impactful. PSU's urban location in downtown Portland gives cadets exposure to civic institutions, infrastructure, and emergency management environments relevant to Civil Affairs and other branches that operate in complex civilian contexts.
