Definition
An anonymous survey about leadership that everyone knows isn't really anonymous. The military's version of "be honest, we won't retaliate" followed by "who wrote this about the commander?"
Example Usage
"The command climate survey results are in. Morale is 'low to moderate.' Leadership is 'investigating.' Changes will be 'implemented.' Nothing will change."
