Annual BASOPS for Naval Station Guantanamo Bay, Cuba — the oldest U.S. overseas military installation (leased since 1903) and home to the detention facility holding terrorism suspects under Military Commissions Act authority. "GTMO" is self-sufficient by necessity — Cuba provides no support. O&M covers detention operations (approximately $550 per detainee per day, more than 10x the cost of maximum security federal prison), port operations, and support for approximately 6,000 military personnel, dependents, and contractors on an isolated island base.
