ITE8-E9
Information Systems Technician
E-8 to E-9 (Senior NCO) · Navy
HEADS UP
Senior Chief and Master Chief (ITCS / ITCM, E-8 / E-9) are the apex enlisted ranks of the Information Systems Technician rating. The Senior Enlisted Academy (SEA) at the Naval War College Newport RI is the institutional gate; CMC (Command Master Chief) and COB (Chief of the Boat — IT-8404 submarine track) are the apex line senior-enlisted billets that open at ITCS or ITCM. NAVIFOR, Fleet Cyber Command / TENTH Fleet, NSA, DISA, and US Cyber Command all know your name on the slate. Past this rank, the Navy stops sending you to school and starts sending you to formations as the standard-bearer of the rate.
The Honest MOS Read
Senior Chief Information Systems Technician (ITCS, E-8) and Master Chief Information Systems Technician (ITCM, E-9) are the senior enlisted ranks of the Navy's IT rating, and the gap between them is structurally narrow — pay grade E-8 to E-9, a few years TIS, and the assignment slate that separates the senior chief at a staff or department billet from the master chief at a command-team CMC / COB diamond, a Fleet / Force Master Chief tier, or a NAVIFOR / Fleet Cyber senior enlisted advisor seat. The doctrinal job descriptions live in MILPERSMAN, NAVPERS 1610-series eEVAL guidance, the relevant OPNAVINST / SECNAVINST 5239-series cyber program documents, and the Senior Enlisted Academy curriculum at the Naval War College Newport RI.
As ITCS, you run the senior enlisted IT and cyber posture for a major shore IT command (NCTAMS Atlantic / Pacific, an NCTS in a major fleet concentration area, NIOC, NIWC), a CSG / ESG / MEU / TYCOM staff senior IT seat, a submarine squadron senior enlisted IT cell (the IT-8404 community senior chief), a Fleet Cyber Command / NAVIFOR / TENTH Fleet enlisted directorate, a BUMED IT staff senior chief, MARFOR / MEF senior IT enlisted billet, or you sit as a Command Master Chief (CMC) at a smaller command or Chief of the Boat (COB) on a submarine (the IT-8404 community track). You write fewer eEVALs but they are the ones that pick the next ITC and ITCS slate. You sit at command-team sync as the senior enlisted voice on every enlisted IT and cyber decision — accession, training, retention, credentialing, discipline, Warrant 170-series accession approvals, CTN conversion approvals, commissioning pipeline endorsements. You translate Surgeon-General-equivalent strategy (here: NAVIFOR / Fleet Cyber Command / Type Commander / OPNAV cyber strategy) into command-level talent decisions.
ITCM (E-9) is the apex enlisted rank of the rate. The CMC and COB diamond billets at major commands; the Fleet / Force Master Chief tier for major Navy components; the NAVIFOR senior enlisted advisor seat; the Fleet Cyber Command / TENTH Fleet senior enlisted advisor; joint duty senior enlisted billets at US Cyber Command, NSA, DISA, the Joint Staff J6, or unified commands (CENTCOM, INDOPACOM, EUCOM, AFRICOM, NORTHCOM, SOUTHCOM, SPACECOM); and the senior IT-rating advisor roles at MARFOR, FMF, or major commands. The selection process for these billets runs through the rate's senior enlisted nomination chain, the CMC slate, and the rate-specific senior enlisted leadership council. The apex enlisted billet in the Navy — the Master Chief Petty Officer of the Navy (MCPON) — is appointed at the SECNAV level; the path to MCPON or to the Force / Fleet Master Chief tier runs through line CMC tours, joint cyber senior enlisted advisor roles, and the senior staff billets.
The IT-specific senior enlisted trajectory historically runs through: an LCPO tour at ITC, a senior career-broadening tour (detailer at NPC, CPO Academy / SEA preparatory cadre, NAVIFOR / Fleet Cyber staff, A-school / C-school senior cadre at IWTC Corry Station, recruiter senior leadership, or joint duty at NSA / DISA / US Cyber Command / unified-command J6), the SEA fellowship at the Naval War College Newport RI, a senior chief LCPO tour at scale (major NCTAMS / NCTS / NIOC / NIWC department, Fleet Cyber / NAVIFOR senior chief, CSG / ESG / TYCOM staff senior chief), and either a CMC / COB selection or a senior staff master chief slate. The deviations — IT-8404 submarine track senior chief through the submarine senior enlisted community to COB, the joint-cyber track through NSA / DISA / US Cyber Command senior enlisted billets, the NAVIFOR / Fleet Cyber strategic-cyber track — are real and structurally different career arcs.
The post-service market at ITCS / ITCM with 22-30 years TIS, senior or master chief insignia, NEC stack including the IT-8404 submarine / senior network engineering / cyber-warfare-aligned NEC credentials, cert stack at the CISSP / CCNP / CASP+ / SANS GIAC level, SEA fellowship, possibly joint duty, and TS/SCI clearance with polygraph maintenance is genuinely lucrative. Cleared IT contractor senior advisor roles (Booz Allen Hamilton, Leidos, SAIC, CACI, MITRE, ManTech, Peraton, BAE Systems, Northrop Grumman cyber, Raytheon cyber, General Dynamics IT, the long tail of cleared IT and cyber contracting), federal civil service (GS-13 to GS-15 senior advisor billets at DISA, NSA, US Cyber Command, DHS / CISA, DoN civilian IT and cyber, VA enterprise IT senior advisor, federal LE technical-investigations senior IT), civilian enterprise IT senior leadership (CISO / CTO at smaller commercial firms, senior infrastructure leadership at major enterprises), technical consulting, and the in-uniform-equivalent civilian senior advisor billets at NAVIFOR / Fleet Cyber / major commands all start at six figures with the right profile. The retirement math under BRS is also genuinely good at 24-30 years TIS — the 2.0% multiplier compounds at the senior pay grades, and the combination of pension + TSP + post-service salary is the financial floor most senior ITs were building toward across two decades.
Career Arc
- 01ITCS pin-on via centralized Navy Senior Chief selection board under MILPERSMAN — paper-record review of full ITC LCPO tour.
- 02Senior Chief LCPO tour at scale — major NCTAMS / NCTS / NIOC / NIWC department, Fleet Cyber / NAVIFOR / TENTH Fleet senior chief, CSG / ESG / TYCOM staff senior chief, submarine squadron senior IT (IT-8404 community), or smaller-command CMC.
- 03Senior Enlisted Academy (SEA) at Naval War College Newport RI — the senior chief / master chief / CMC-track institutional PME gate.
- 04Career-broadening at senior chief — detailer senior at NPC, NAVIFOR / Fleet Cyber senior staff, joint duty senior enlisted at NSA / DISA / US Cyber Command / unified-command J6, MARFOR / MEF senior IT enlisted, TYCOM senior enlisted.
- 05Master Chief selection board package — full senior chief tour eEVAL profile, SEA completion, career broadening, NEC stack, awards, command involvement.
- 06ITCM pin-on if selected — CMC, COB (IT-8404 submarine community), Fleet / Force Master Chief tier, NAVIFOR / Fleet Cyber senior enlisted advisor, or apex joint senior enlisted billet.
- 07Retirement at 24-30 years TIS — full pension under BRS, TSP match compounded, post-service market entry at six-figure floor in cleared IT contracting, federal civil service GS-13 to GS-15, or commercial enterprise IT senior leadership.
Common Screwups
- ×DUI / NJP / fraternization at this rank — terminal. The senior chief or master chief who cannot pass the integrity test cannot pin ITCM regardless of board score or slate read; the CMC, NAVIFOR senior enlisted leadership, and the rate's senior enlisted nomination chain pull the slate immediately. At this rank the cyber officer, the wardroom, and the goat locker all read the slate the same way — there is no recovery.
- ×Phoning the senior chief LCPO tour. The Master Chief board reads the senior chief LCPO eEVAL profile, the department or staff cyber readiness numbers at scale, the eEVAL pipeline output (whether the ITCs you rated as EP got selected for ITCS), the inspection posture of the command, and the joint / staff network of references the master chief leadership council reads. A senior chief who lets the senior chief tour drift does not pin ITCM at first look, and often does not pin at all.
- ×Public disagreement with the CO, cyber officer, CMC, NAVIFOR senior leadership, or Fleet Cyber Command leadership. The senior chief disagrees in the office and walks out aligned in public. The senior chief who breaks this read is the senior chief the goat locker enforces against internally, the CMC stops defending, and the Master Chief board absorbs the read on. The IT and cyber communities at the senior enlisted level are small — the read propagates fast.
- ×Underestimating the post-service market planning window. The senior ITs who landed the strongest post-service careers planned 24-36 months ahead — clearance currency (TS/SCI reinvestigation timeline, polygraph maintenance for the joint billets at NSA / US Cyber Command), cert currency (CISSP continuing-ed, CCNP-Security continuing-ed, SANS GIAC short-courses, CISM / CISA where relevant), federal hiring or defense-industry relationship building, cleared-IT-contractor recruiter network engagement, and the federal civil service application process (USAJOBS, security-clearance-aligned billet identification, schedule-A hiring pathways for veterans). The senior chief who waits until retirement orders is the senior chief who lands in the lower tier of available billets.
- ×Confusing the warm-up to retirement with the job. Until you walk out of the formation for the last time, the formation is your job. The senior chief or master chief who mentally retires at 18 years TIS and coasts through the last 4-6 years stops protecting the sailors, stops mentoring the bench, and stops doing the institutional work that defines the senior NCO. The retirement ceremony tells the deckplate whether the senior NCO's last years were earned or wasted, and the rate's senior enlisted nomination chain reads the gap on the next ITCM / Fleet Master Chief / senior advisor slate.
A Day in the Life
- 0500-0530Wake. PT gear on. Phone check — overnight command emergencies. ITC LCPO with a department in crisis? IT1 with a cyber-clearance issue? Joint J6 staff message? NAVIFOR senior enlisted advisor text? CMC call? You are the senior enlisted IT and cyber voice the command and the rate look to first. The CO and the joint flag officer hear about it as you walk into morning sync.
- 0530-0700Command PT or senior NCO solo PT. At a major NCTAMS / NCTS / NIOC / NIWC / Fleet Cyber Command / NAVIFOR / joint cyber command you run with the command leadership team some mornings and solo lift the rest; on the senior staff tour you maintain visible PT habit because the deckplate reads it harder when the senior chief / master chief insignia goes on, not less. The Master Chief board reads the BCA posture; the cleared-contractor recruiter calls in two years reads it too.
- 0700-0800Hygiene, breakfast, change uniforms. 30 minutes with the CMC or the senior cyber officer / N6 / J6 chief of staff — last shift's issues, today's readiness brief, the joint flag officer's read, the master chief leadership council read on the current slate.
- 0800Command muster or staff sync. At a Navy command afloat / ashore you stand quarters with the CO and the CMC; at a NAVIFOR / Fleet Cyber / joint command you sit at the senior staff sync with the flag officer's chief of staff. The flag officer reads the command or staff section by reading the senior NCO.
- 0815-1100Senior-enlisted command-level or staff work. At a major shore command: senior chief / master chief LCPO sync with the subordinate ITC LCPOs; readiness terminal review of command-level STIG / ACAS / IAVA / CCRI / CORA / Fleet Cyber assessment milestones; controlled-cryptographic-equipment posture review at scale; IAT / 8140 compliance audit across multiple LCPOs. At a joint cyber billet: staff work on the joint flag officer's priorities; enlisted talent-management decision support; joint board panel work; joint policy memo review. At a CMC seat: command climate work, deckplate engagement, mess oversight, senior enlisted advising the CO on every enlisted IT-related decision.
- 1100-1300Chow. You eat with the command master chiefs of sister commands, the rate's senior enlisted council members, the joint senior enlisted at the joint command, or the flag officer's senior staff. Conversation is rate-level and joint-level: slates, climate, the joint board panels coming up, the Master Chief / Fleet Master Chief / NAVIFOR senior advisor slate, the joint cyber strategic direction, the post-service market intel from senior chiefs who recently retired.
- 1300-1500Afternoon work. Senior-chief / master-chief eEVAL drafting (your rated ITCs and ITCSs — the highest-leverage eEVAL writing of your career). Warrant 170-series / commissioning / CTN conversion / submarine IT-8404 packet review and endorsement (you sign the packets the wardroom and the joint flag officer read; your endorsement is the credential the next career-broadening or commissioning board reads). Master chief leadership council coordination with the rate's senior enlisted council. Sailor-in-crisis intervention if needed (the senior chief / master chief's office is the last enlisted escalation before the wardroom intervenes).
- 1500-1630Final command formation or staff release. The CO or joint flag officer's chief of staff briefs the next day's priorities; you brief command-level or staff-level adjustments; the LCPOs or staff senior enlisted brief their sections. Sensitive-item accountability at scale — keymat, controlled-cryptographic-equipment, classified-handling spot checks — and end-of-day cyber posture turnover at command level.
- 1630-1800Command release or staff close-out. You stay 60-90 minutes with the CO, CMC, or joint flag officer's chief of staff — AAR on the day, prep for tomorrow, joint coordination if needed, master chief leadership council read on the current slate. The senior chief / master chief who closes out the day with the CO or the flag officer's chief of staff is the senior NCO whose chain does not surprise the next echelon.
- 1800-2000Personal time. Married ITCSs / ITCMs: family. Single senior NCOs (rare at this rank): gym, study (SEA reading list, CISSP / CCNP-Security continuing-ed, SANS GIAC short-courses, joint cyber policy reading, civilian cleared-IT-contractor leadership reading). If you are 12-24 months out from retirement, you are running the post-service market conversation with cleared-contractor recruiters and federal hiring managers at DISA / NSA / US Cyber Command / DoN / DHS / CISA. If you are pursuing the next consequential billet (CMC at scale, COB on a boomer, Fleet Master Chief, NAVIFOR senior enlisted advisor), you are working the slate conversation with the rate's senior enlisted council and the master chief leadership council.
- 2000-2200After-hours coordination with the CO, the CMC, the joint flag officer's chief of staff, the master chief leadership council, or a sailor in crisis. The senior chief / master chief's phone is always on. Family-emergency calls, after-duty NJP notifications, casualty-notification preparation, Red Cross messages, joint CIRT escalations from US Cyber Command / Fleet Cyber. The senior NCO who lets the phone go to voicemail at this rank stops being the senior NCO the command and the rate trust.
- 2200Lights out.
- Joint deployment / contested-network event / fleet-level cyber assessmentThe clock collapses. You are the senior enlisted IT voice on scene during a Fleet Cyber Command contingency response, a joint contested-network exercise (CYBER FLAG, CYBER GUARD, joint US Cyber Command exercises), a CCRI / CORA / Joint Cybersecurity Assessment, or a real-world joint cyber operation. Sleep in 4-hour shifts at sea, 2-hour shifts at the joint forward billet. The joint flag officer, the rate's senior enlisted council, and the master chief leadership council read the senior chief / master chief through the AAR. The Master Chief board and the post-service market both read the joint-event eEVAL.
Weekly Cadence
The Mon-Fri rhythm at ITCS / ITCM senior chief / master chief level depends on the billet. At a senior chief LCPO tour at scale (NCTAMS, NCTS, NIOC, NIWC, NAVIFOR / Fleet Cyber / TENTH Fleet staff senior chief, CSG / ESG / TYCOM staff senior chief), Monday is the heaviest planning day — you read the CMC's and the senior staff's Friday release, adjust the command's enlisted IT and cyber posture plan to match the type-command and NAVIFOR / Fleet Cyber tasking, brief the cyber officer / N6 / J6, the CO, and the subordinate ITC LCPOs by mid-morning. Tuesday-Wednesday are watch execution and command-level training; you observe, the ITC LCPOs run their departments, the IT1 LPOs run their sections, you spot-check at scale across multiple subordinate units. Thursday is administrative — senior-chief-level eEVAL drafting, Warrant / commissioning / CTN / NEC packet endorsement, readiness reconciliation at scale, COMSEC and controlled-cryptographic-equipment accountability audit across the command, CO and CMC sync on Friday's brief. Friday is the command brief, the weekly readiness roll-up at the command-team meeting, and command release.
At a CMC seat (command master chief at a Navy command ashore or afloat, or COB on a submarine for IT-8404 community ITCSs / ITCMs), the rhythm is different — you own the command climate end-to-end, you mentor the entire mess of chiefs and senior chiefs, you sit at every command-team sync, you walk the deckplate visibly across the command. The IT and cyber portion of the command is one part of your seat, not the whole seat. You translate the rate's senior enlisted council guidance into the command's enlisted leadership cadence, and you build the next CMC / COB selectee from inside your mess.
At a joint cyber billet (NSA / DISA / US Cyber Command / unified-command J6 staff senior enlisted advisor), the rhythm is joint staff work — joint flag officer briefs, joint board panels, joint policy memo review, joint enlisted talent-management decisions, joint exercise and contingency response planning. The senior chief / master chief on joint duty is the rate's voice in the joint cyber community; the rhythm includes inter-service mess coordination (with Army E-9 and SGM-rank senior NCOs, Air Force E-9 and CMSgt-rank senior NCOs, Marine Corps E-9 and SgtMaj-rank senior NCOs, Coast Guard E-9 and MCPO-rank senior NCOs) and the joint senior enlisted leadership network.
The week's second rhythm at all three billets is the master chief leadership council and rate senior enlisted council work — quarterly council meetings, monthly mentoring conversations with the next master chief slate, weekly read on the CMC / COB / Fleet Master Chief / NAVIFOR senior advisor slate movement, and the post-service market conversation with the recently-retired master chiefs who are now in cleared-contractor senior advisor roles, federal civil service GS-14 / GS-15 / SES billets, or commercial enterprise IT senior leadership.
The week's third rhythm at all three billets is the post-service market preparation work — clearance currency, cert currency, cleared-contractor recruiter engagement, federal civil service application work, USAJOBS application timing, schedule-A veterans hiring pathway research, and the relationship-building work with the senior NCOs who recently retired into the target post-service space. The senior chief / master chief who treats this as a 6-month project at the end of the career is the senior NCO who lands in the bottom tier of available billets; the senior NCO who runs the post-service market work 24-36 months ahead is the senior NCO who lands at the cleared-contractor senior advisor seat, the DISA / NSA / US Cyber Command civilian senior advisor billet, or the commercial enterprise CISO / CTO seat at six figures on day one.
Key Skills — How to Drill Each
- 01Run a senior-enlisted command climate across an IT / cyber department or command that produces certified ITs, Warrant 170-series / CTN / submarine IT-8404 / commissioning selectees, and enlisted retention at rates above the type-command average.Senior chief / master chief command climate is the output of consistent senior enlisted leadership across a senior chief LCPO tour at scale. Build the climate via weekly LCPO syncs across the subordinate ITC LCPOs, monthly mentoring conversations with each ITC, quarterly bench-building conversations with the CMC and rating senior leadership, and an honest sensing-session and climate-survey response cycle. The ITCS / ITCM whose command's cert / NEC / commissioning pipeline is in the upper third of the type command is the senior chief the master chief leadership council quotes when the rate is building the next CMC / COB / senior advisor slate.
- 02Brief the CO, cyber officer, TYCOM, NAVIFOR, Fleet Cyber Command, US Cyber Command, or the joint flag officer on enlisted IT and cyber readiness and risk in language the flag officer can defend at the next echelon — without rewriting.Senior chief / master chief brief discipline at this level is the credential the joint flag officer, the type commander, and the NAVIFOR / Fleet Cyber leadership read on senior enlisted competence. Build the brief from the source systems; review with the cyber officer and the JAGs / IWOs / cyber officers in the chain; rehearse with the CMC if the audience is flag-level. The ITCS / ITCM whose brief the flag officer takes forward without rewriting is the senior chief the rate names for the next consequential billet; the senior chief whose brief gets rewritten is the senior chief whose authority erodes inside the same brief.
- 03Sit on Chief and Senior Chief selection board panels, command CMC / COB slates, Warrant 170-series accession boards, and senior-enlisted credentialing panels with the discipline and confidentiality the convening authority requires.Board panel discipline at this rank is binary. You sign the convening order, you maintain board confidentiality, you read paper without bringing personal preference into the room, and you defend the slate output without leaking the deliberations. The senior chief or master chief who breaches board confidentiality is the senior chief the rate's senior enlisted nomination chain removes from future panels and from the CMC / Fleet Master Chief slate. The senior chief who reads paper honestly and votes the slate the convening authority needs is the senior chief the rate names for the joint board panels at US Cyber Command / NSA / DISA / unified-command level.
- 04Translate NAVIFOR / Fleet Cyber Command / US Cyber Command / OPNAV-led cyber strategy into enlisted talent-management decisions at the unit and across the rate.Read the strategic documents — NAVIFOR commander's guidance, Fleet Cyber Command / TENTH Fleet operational guidance, US Cyber Command joint strategy, OPNAV N2/N6 enlisted talent-management strategy, the current DoD Cyberspace Workforce Strategy. Translate them into the command's enlisted training plan, the NEC accession pipeline, the Warrant / CTN / commissioning endorsements, the cert / 8140 work-role compliance posture across the command. The ITCS / ITCM who can quote NAVIFOR or US Cyber Command strategy to the cyber officer or the joint flag officer without rehearsing is the senior chief whose command posture briefs without caveats.
- 05Run a real-world contested-network event, deployment cyber posture, or fleet-level CCRI / CORA / Joint Cybersecurity Assessment response as the senior enlisted IT voice — and your AAR is what NAVIFOR / Fleet Cyber reads in the lessons-learned.The contested-network event or fleet-level cyber assessment is the senior chief / master chief deployment eEVAL equivalent. As the senior enlisted IT voice during the event, you walk the spaces with the LCPOs, you make the call on escalation to NAVIFOR / Fleet Cyber / US Cyber Command, you write the senior-enlisted AAR (mapped to the JTS-equivalent joint cyber lessons-learned framework, the NIST SP 800-61 incident-response framework, and the Navy CIRT reporting structure). The ITCS / ITCM who escalates inside the timeline and writes a clean AAR is the senior chief whose event eEVAL reads first-look-ITCM; the senior chief who delays escalation or lets the cyber officer find out from the joint reading file is the senior chief whose Master Chief packet absorbs the read.
- 06Run a Red Cross / casualty notification, sailor-in-crisis intervention, or serious-incident response with the dignity it requires — you are the senior enlisted face the family and the deckplate see.Casualty notification protocol at the senior chief / master chief level is in MILPERSMAN-referenced procedures and the Navy Casualty Assistance Calls Officer (CACO) program guidance. The notification team includes a senior NCO (often a senior chief or master chief, especially when the deceased was an IT-rated Sailor or an ITC-and-above) plus a chaplain. You wear service dress; you deliver the message verbatim from the script; you stay until the family is ready for you to leave. The senior chief or master chief who treats this as a checklist is the senior NCO the CMC and the goat locker do not defend. The senior chief or master chief who treats this as the most important hour of the year is the senior NCO the command names without thinking when the call comes.
Manuals & References — What Chapters Matter
- OPNAVINST 5239 series and SECNAVINST 5239 series — full Navy / DON cybersecurity program library; you are quoted from them more often than you quote them at this rank.Full familiarity at the senior chief / master chief level. The cyber officer, the IWO, the LDO IT-side, the CWO 170-series cyber Warrant, the flag-level cyber officer, and the joint J6 staff all ask you what the SECNAV-level instruction says — fluent across the chapters that govern the command's cyber program. Pull the current versions from the Navy Doctrine Library (doctrine.navy.mil) before quoting at any flag-level brief; the senior chief who quotes the superseded version loses credibility inside the same brief.
- DoDI 8500.01 / 8510.01 / 8530.01 — Cybersecurity, RMF for DoD IT, Cybersecurity Activities; DoDM 8140.03 — Cyberspace Workforce Qualification. The DoD-level umbrella the Navy cyber program inherits from. Fluent across all four at the senior chief / master chief level. You sit on accession panels off DoDM 8140.03; you defend the command-level work-role compliance posture every cycle. The joint flag officer at NAVIFOR / US Cyber Command / DISA reads the command posture against this stack.
- MILPERSMAN — fluent on enlisted personnel actions at the senior-enlisted threshold; you are in the room for NJP, separation, and high-visibility cyber-clearance cases.MILPERSMAN governs enlisted personnel actions at senior chief / master chief visibility. Articles on enlisted advancement, retention, separation, NJP, fraternization, and personnel actions are fluent. You are in the room when an ITC is being processed for separation, when an IT1 with a cyber-clearance issue is being reviewed for continued access, when an IT2 with a Schedule-A hardship transfer is being adjudicated, when an HM-equivalent humanitarian transfer is being staffed for an IT-rated Sailor. Quote the article number, not the general concept.
- Senior Enlisted Academy (SEA, Naval War College Newport RI) reading list and CMC / COB Symposium materials. You consume doctrine and translate it down to the senior chief and chief mess at the command. SEA is the senior-chief / master-chief / CMC-track institutional PME; the reading list is the curriculum the senior enlisted leadership council quotes. The CMC / COB Symposium materials are the senior-enlisted leadership cohort's institutional development products. You read them, you translate them down, and you mentor the ITC / ITCS bench off them.
- NAVIFOR / Fleet Cyber Command / TENTH Fleet / Type Commander policy memos and NAVADMINs — current; pull each one as it drops, not from a stale folder. The strategic-level cyber policy and senior enlisted policy memos at this rank. Pull each NAVADMIN as it drops; pull each NAVIFOR / Fleet Cyber policy memo from the official distribution channel; pull each TYCOM cyber policy memo from the TYCOM staff. The senior chief or master chief who briefs off a stale folder is the senior chief whose authority the cyber officer and the joint flag officer read as off.
- NIST SP 800-37 / 53 / 171 / 181 / 61 + the current DoD Cyberspace Workforce Strategy + current Master Chief selection board NAVADMIN + current Warrant 170-series accession board NAVADMIN.The strategic NIST publications, the DoD-level workforce strategy, and the current board cycle NAVADMINs. You read NIST as the senior enlisted technical-strategy voice in the command; you read the DoD Cyberspace Workforce Strategy as the senior enlisted talent-management voice; you read the current board NAVADMINs to mentor the senior chief and ITC bench off the current cycle's gates. The senior chief who builds the bench off a superseded NAVADMIN is the senior chief who loses an ITC to a closed cycle and absorbs the read on his own Master Chief packet.
Standards — How to Hit Each
- SEA fellowship or equivalent senior-enlisted PME complete before competing for command CMC / COB slate.SEA at the Naval War College Newport RI is the senior chief / master chief / CMC-track institutional gate. Selection-based via the rate's senior enlisted nomination chain — the CMC nominates, the rating senior leadership confirms. Resident program at Newport RI; verify the current course length and curriculum via the SEA / Naval War College website. Without SEA on the brief sheet, the CMC slate and the Master Chief board absorb the read. Plan the packet 18-24 months out from board eligibility; the CMC nominates and the rate's senior enlisted council confirms.
- Command-level cyber readiness inspection (CCRI / CORA / Fleet Cyber / Joint Cybersecurity Assessment) passed without senior-enlisted-attributable findings during your tenure. The senior chief / master chief tenure is judged by whether the command's cyber readiness posture held during the inspection. Build a weekly readiness brief the subordinate LCPOs populate from the source systems and you spot-check across the senior chief tour. The senior chief whose command's cyber readiness inspection finds the gap the LCPOs missed is the senior chief whose Master Chief packet absorbs the read; the senior chief whose command passes without senior-enlisted-attributable findings is the senior chief the rate names for the next consequential billet.
- Warrant Officer (170-series cyber), CTN conversion, submarine IT-8404, and commissioning (STA-21 / LDO / CWO IT-side) accession pipeline producing 1+ selectee per year from your command — and the wardroom can name them. The mentoring is the work at the senior chief / master chief level. Each ITC LCPO gets quarterly counseling on the pipeline output (Warrants accessed, CTNs converted, submarine IT-8404 senior, commissioning selectees from the command). The senior chief whose command produces a Warrant or commissioning selectee per year is the senior chief the rate's senior enlisted nomination chain quotes when the master chief board reads paper.
- eEVAL profile that the senior rater can defend at command and TYCOM level — your rated chiefs are picking up Senior Chief and Master Chief on schedule. The senior rater profile at ITCS / ITCM is judged by whether the ITCs you rated as Early Promote or strong Must Promote actually got selected at Senior Chief, and whether the ITCSs you rated as EP got selected at Master Chief. If your rated chiefs are not pinning the next rank at the rates your eEVAL profile implied, the wardroom EVAL board, the CMC, and the rate's senior enlisted council pull back on your own defense at the Master Chief board. The way to keep the profile defensible is honest writing — measurable bullets, accurate ranking, no inflation.
- Zero senior-enlisted-level integrity incidents — financial, fraternization, classified-handling, OPSEC, cyber-clearance, controlled-cryptographic-equipment. One ends the career permanently and there is no recovery at this paygrade.Senior chief / master chief level integrity is binary at this point in the career. Financial mismanagement (debt at this rank requires command intervention; garnishments at the senior NCO level draw flag-level attention), fraternization (relationships across the enlisted-officer line, with subordinates, or with junior officers), classified-handling violations (the senior chief who mishandles classified spillage or commits a CMI is the senior NCO the joint flag officer cannot defend), OPSEC findings (the senior chief who posts unit network or deployment details on social media), cryptographic-equipment accountability discrepancies (one missing vial of keymat, one missing destruction signature) — any one of these is terminal. The CMC, the rate's senior enlisted council, and the joint senior enlisted leadership do not protect senior NCOs through integrity failures at this rank.
Technical Mistakes — Concrete Consequences
- Pretending to be the senior technical voice on a topic where you are out of date.Senior ITs lose authority by faking depth — the cyber officer and the JOs see it inside the same brief. The ITCS / ITCM who fakes depth on the current cloud platform, the current cryptographic module rollout, the current DISA STIG release, or the current SANS / NIST publication is the senior NCO whose authority erodes inside the next sync. The fix is to acknowledge the gap, defer to the technical Warrant or LDO or the senior IT1 who actually knows the platform, and rebuild credibility through honest technical engagement. The flag officer reads which senior NCOs are honest about gaps and which fake depth; the slate at the next senior advisor billet reads it.
- Letting a Chief-led division drift on STIG / ACAS / IAVA compliance because 'the wardroom will catch it.'You own the enlisted execution at the unit roll-up; the inspection finds it under your name. The next CCRI / CORA / Fleet Cyber assessment finds the STIG drift, the IAVA closure gap, or the IAT / 8140 work-role compliance gap; the inspector writes the senior-enlisted-attributable finding; the joint flag officer reads it; the master chief leadership council pulls back on the senior chief's defense at the next slate. The fix is to walk the spaces during the senior chief tour, spot-check the LCPOs' execution, and surface the gaps to the cyber officer and CMC before the inspector does.
- Treating the Warrant 170-series / commissioning / CTN conversion mentoring conversation as transactional. The careers you support at ITCS / ITCM build the enlisted IT and cyber bench the Navy depends on for the next decade — and the officer corps the Navy cyber community will rely on for the next two decades. The senior NCO who runs a transactional packet conversation produces the IT1 or ITC who washes out of the Warrant board, OCS, or the STA-21 selection at the first hard moment; the senior NCO who runs an honest packet conversation produces the 170-series cyber Warrant, the CTN, the submarine IT-8404 community senior, the LDO IT-side, or the STA-21 commissioned officer who anchors the rate ten years from now. The goat locker and the wardroom both remember which kind of senior chief or master chief you were.
- Going public with disagreement with the CO, cyber officer, NAVIFOR / Fleet Cyber leadership, or the joint flag officer.Take it in the office. Walk out aligned. The goat locker and the wardroom both enforce this at the senior chief / master chief level — the senior NCO who breaks the read is the senior NCO the CMC stops defending, the master chief leadership council removes from the slate, and the joint flag officer reads on the next senior advisor billet. The IT and cyber communities at this rank are small; the read propagates fast.
- Confusing the warm-up to retirement with the job.Until you walk out of the formation for the last time, the formation is your job, and the deckplate reads which one you are working. The senior chief or master chief who mentally retires at 18 years TIS and coasts through the last 4-6 years stops protecting the sailors, stops mentoring the bench, and stops doing the institutional work that defines the senior NCO. The retirement ceremony tells the deckplate whether the senior NCO's last years were earned or wasted; the rate's senior enlisted nomination chain reads the gap on the next Master Chief / Fleet Master Chief / senior advisor slate.
Career Decisions at This Rank
- CMC / COB pursuit vs senior staff master chief track vs joint senior enlisted advisor billet. At ITCS / ITCM, the next consequential billet decision is the fork that shapes the final years of the career. CMC at a Navy command (ashore or afloat) is the apex line senior-enlisted billet for the surface / shore community; COB on a submarine is the apex line senior-enlisted billet for the IT-8404 submarine community. Senior staff master chief at NAVIFOR / Fleet Cyber / TENTH Fleet / a major shore command is the technical-senior-staff authority track. Joint senior enlisted advisor at US Cyber Command, NSA, DISA, the Joint Staff J6, or a unified-command J6 is the cross-service apex billet. All four lead to potential Fleet / Force Master Chief or MCPON track at the very top of the enlisted force. The decision: do you want command-team enlisted leadership at the deckplate (CMC / COB), strategic-cyber technical-senior-staff authority (senior staff master chief), or joint cyber senior enlisted advisor authority (joint billet)? Talk to sitting CMCs, COBs, senior staff master chiefs, and joint senior enlisted advisors before deciding. The rate's senior enlisted council guides the slate.
- SEA fellowship vs alternative senior-enlisted PME path.SEA at the Naval War College Newport RI is the senior chief / master chief / CMC-track institutional gate. Without SEA on the brief sheet, the CMC slate and the Master Chief board absorb the read. Alternative paths exist (joint senior NCO academies — the Sergeants Major Academy at Fort Bliss for Army cross-service joint duty, the Senior NCO Academy at Gunter AFB for Air Force cross-service joint duty, the Marine Corps Senior NCO PME for Marine cross-service joint duty, the Coast Guard Senior NCO PME for CG cross-service joint duty — though these are typically for Sailors on joint duty with the sister service). The decision: pursue SEA if at all possible (the rate prefers SEA); accept the family-separation cost; compete for the fellowship. The senior chief who declines SEA can still pin ITCM, but the CMC slate prefers SEA graduates.
- Joint duty tour timing (NSA / DISA / US Cyber Command / unified-command J6).Joint duty at ITCS / ITCM is the cross-service credential the Master Chief board reads loudly. The fork: pursue joint duty before the Master Chief board (build the credential for the master chief packet, expand the network, gain joint flag-officer visibility) or after pin-on (use the joint tour as the senior-staff-master-chief assignment slate, leverage the network for the post-service market). Both paths work. The decision is timing and target — which joint billet, at what point in the career, with what relationship-building lead time. Talk to sitting joint senior enlisted advisors before deciding. The TS/SCI with polygraph maintenance is the clearance baseline at NSA / US Cyber Command billets; verify your polygraph reinvestigation timeline before accepting orders.
- Retirement timing — 24 years TIS vs 30 years. At ITCS / ITCM with 22-26 years TIS, the retirement decision is the most consequential financial decision of the senior-enlisted career. Under BRS, the multiplier is 2.0% per year of service (40% at 20 years, 60% at 30 years). The math: stay for ITCM and the apex senior-enlisted assignment slate (full benefits, master chief pin-on if not already, CMC / COB / senior advisor at scale, Fleet / Force Master Chief / MCPON potential at the apex) or retire at the earlier mark and enter the post-service market with strong leverage (cleared IT contractor senior advisor, federal civil service GS-14 / GS-15 / SES, commercial enterprise IT CISO / CTO). Senior NCOs who retire at 24 years enter the post-service market with strong leverage; senior NCOs who stay for 30 years retire at higher base + pension but face a smaller post-service market window. Run the math with a Command Financial Specialist; the variables are real either way.
- Post-service market planning — cleared IT contractor senior advisor / federal civil service / commercial enterprise IT / technical consulting / start-up.Senior ITs at ITCS / ITCM with senior or master chief anchors, NEC stack (especially IT-8404 submarine, senior network engineering, cyber-warfare-aligned NECs), SEA fellowship, possibly joint duty, cert stack at CISSP / CCNP-Security / CASP+ / SANS GIAC / CISM / CISA level, and TS/SCI clearance with polygraph maintenance are valuable to multiple post-service markets at six figures on day one. Cleared IT contractor senior advisor at the major cleared integrators (Booz Allen Hamilton, Leidos, SAIC, CACI, MITRE, ManTech, Peraton, BAE Systems, Northrop Grumman cyber, Raytheon cyber, General Dynamics IT — entry at $140K-$180K, senior at $170K-$250K). Federal civil service at the GS-14 / GS-15 / SES level (DISA, NSA, US Cyber Command, DHS / CISA, DoN civilian senior IT and cyber, VA enterprise IT senior advisor, federal LE technical-investigations senior IT — entry at $130K-$190K, SES at $200K+). Commercial enterprise IT senior leadership (CISO / CTO / VP of Infrastructure at smaller commercial firms, senior infrastructure leadership at major enterprises — variable but six figures consistently). Technical consulting (Big 4 federal practice, Deloitte / Accenture / KPMG / PwC federal cyber and IT practice — entry at senior manager / director level). The decision is target and timing; the senior NCOs who landed the strongest post-service careers planned 24-36 months ahead.
How the Seat Varies by Unit Type
- Carrier / amphib IT department LCPO (large ship — CVN, LHA / LHD)The senior chief or master chief LCPO of an IT department on a CVN or LHA / LHD runs 30-60 ITs across multiple ITC LCPOs and the IT-21 / ONE-Net infrastructure for a 5000-Sailor / Marine afloat command. The OPTEMPO is the carrier or amphib deployment cycle. The Master Chief board reads the cruise eEVAL heavily; the LCPO who came off a successful CSG / ESG deployment with the department's cyber readiness posture in the upper third is the senior chief or master chief the rate names for the next CMC / COB / senior advisor slate.
- Small surface combatant IT (DDG / CG senior shop — typically an ITCS / ITCM staff billet at the DESRON / DESGRU level rather than aboard)On the small surface combatant fleet, the ITCS / ITCM typically sits at the destroyer squadron (DESRON), surface squadron, or surface group staff level — the senior IT enlisted billet for a multi-DDG / CG squadron. The senior chief or master chief runs the squadron's enlisted IT readiness, mentors the embarked ITC LCPOs across the squadron, and represents the IT rate at the squadron commodore's staff. The Master Chief board reads the squadron staff senior chief tour on the basis of the squadron's enlisted IT readiness numbers and the bench built across the embarked LCPOs.
- Submarine IT (IT-8404, broader scope due to small crew; COB pipeline opens at this rank)The senior chief or master chief with the IT-8404 NEC sits at the submarine squadron senior enlisted IT cell, at a submarine force-wide senior advisor role, or in the COB seat aboard a fast-attack or boomer (the IT-8404 community's apex line senior-enlisted billet). The COB is the senior enlisted billet on the submarine; the COB selection is the rate's distinct apex afloat billet for the IT-8404 community. Submarine duty pay applies. The Master Chief board reads the patrol eEVAL and the COB selection panel reads the senior chief tour eEVAL profile heavily for IT-8404 ITCSs.
- NCTAMS / NCTS / NIOC shore senior billet (NCTAMS Atlantic / Pacific, the major NCTS commands, NIOC at major fleet concentration areas, NIWC enterprise IT and cyber commands)NCTAMS Atlantic (Norfolk VA) and Pacific (Wahiawa HI), the major NCTSes (worldwide at fleet concentration areas), NIOC (Navy Information Operations Command) shore commands, and NIWC (Naval Information Warfare Center) staff billets are the Navy's shore-side enterprise IT and information-warfare production commands. The ITCS / ITCM LCPO at one of these commands runs a department at scale (multi-section, multi-LCPO) or a senior staff billet. The OPTEMPO is enterprise IT — uptime, change management, configuration control, inspection posture, IAT / 8140 compliance at scale. The Master Chief board reads the production-element senior chief tour on the basis of uptime, ticket SLA, inspection posture, and the bench the LCPO built.
- Joint cyber billet (Fleet Cyber Command / TENTH Fleet, NSA, DISA, US Cyber Command, unified-command J6 staff)The ITCS / ITCM on joint duty at Fleet Cyber Command / TENTH Fleet (Fort Meade MD), at NSA (Fort Meade), at DISA (Fort Meade / Stuttgart / shore commands worldwide), at US Cyber Command (Fort Meade), or at a unified-command J6 staff (CENTCOM J6, INDOPACOM J6, EUCOM J6, AFRICOM J6, NORTHCOM J6, SOUTHCOM J6, SPACECOM J6, USCYBERCOM J3) is the rate's joint-duty senior-enlisted bench at the highest level. The OPTEMPO is joint staff work, joint inter-service collaboration, and joint policy translation at flag level. The Master Chief board reads joint duty at this level as a strong differentiator on the brief sheet; the ITCS / ITCM who came off a successful joint tour is the senior NCO the rate names for the apex Fleet / Force Master Chief or MCPON-track slate. TS/SCI with polygraph is the clearance baseline at NSA / US Cyber Command billets; the joint duty credential reads loudest on the post-service market — cleared-contractor senior advisor roles routinely start at $180K+ for ITCMs with joint duty + polygraph.
What Good Looks Like at This Rank
The good Senior Chief / Master Chief Information Systems Technician is the senior enlisted IT and cyber voice every Sailor in the rate knows by face and reputation. The CO, the cyber officer, NAVIFOR, Fleet Cyber Command, US Cyber Command, NSA, and DISA all name him without thinking. His command's enlisted IT slate is the one NAVIFOR quotes in policy memos. His Warrant 170-series / CTN / submarine IT-8404 / commissioning accession rate is in the upper third of the rate. His rated chiefs pin Senior Chief and Master Chief on schedule. His joint duty tour (NSA / DISA / US Cyber Command / unified-command J6) reads loudly on the brief sheet, and the joint flag officer who he briefed at the J6 takes his card and his name forward.
His own eEVAL profile is honest — the senior rater can defend every measurable bullet, the rated chiefs got selected from his ratings, the wardroom EVAL board reads his rankings without question. The institutional credentials (CPO Academy completed at the chief level, SEA fellowship at the senior chief level, joint duty at the senior NCO level, detailer or recruiter senior leadership tour, A-school / C-school senior cadre tour at IWTC Corry Station or Naval Submarine School Groton) are on his brief sheet. The Master Chief slate is open because the CMC and the rate's senior enlisted council have named him; the post-service market is open because he started the conversation 24-36 months before the master chief board even reads paper on his cycle.
The senior NCO who is being groomed for CMC / COB / Fleet Master Chief / NAVIFOR senior enlisted advisor looks different from the senior chief who is competent at LCPO at scale. The grooming senior NCO is the one whose command's cyber readiness numbers are the type-command's preferred name, who has built three ITCs into Senior-Chief-board-ready candidates, whose senior chief tour produced two ITCSs who made the master chief slate, who has the SEA fellowship completed and the joint duty credential on the record brief, and whose eEVAL profile across the most recent 3-5 reports is the cleanest in the rate at the senior enlisted level. The Master Chief board reads paper; the senior chief who built the paper through 36 months of disciplined senior chief LCPO work is the senior NCO who pins ITCM and gets the CMC / COB / Fleet Master Chief / senior advisor diamond. When he retires, the cleared IT contractor space and the federal civil service hiring managers at DISA / NSA / DoN / DHS / CISA / US Cyber Command have his number, and the goat locker remembers the standard he left behind — not the position he held.
Preview — The Next Rank
Beyond E-9 there is no rank; there are positions. ITCS and ITCM are both E-8 and E-9 respectively; the difference is the slate. The Master Chief Petty Officer of the Navy (MCPON) is the apex enlisted billet in the Navy — appointed by the Secretary of the Navy, serves a fixed-term tour as the SECNAV's senior enlisted advisor. The path to MCPON runs through line CMC tours at major commands, joint cyber senior enlisted advisor roles at US Cyber Command / NSA / Joint Staff J6, Fleet / Force Master Chief tours, and the rate's senior enlisted council leadership.
For most senior NCOs at ITCS / ITCM, the "next level" is not another rank but a more consequential assignment slate — a CMC at a larger command, a COB on a more consequential boat (the IT-8404 community track), a Fleet Master Chief tour at a Navy component command, a NAVIFOR senior enlisted advisor tour, a Fleet Cyber Command senior enlisted advisor tour, or the joint duty senior enlisted advisor billets at US Cyber Command, NSA, DISA, the Joint Staff J6, or unified commands. Each tier is selection-based; the slate flows through the senior NCO development pipeline that SEA produced and the rate's senior enlisted council confirms.
The retirement transition at 22-30 years TIS as a senior NCO with chief anchors at senior or master chief level, NEC stack including IT-8404 submarine / senior network engineering / cyber-warfare-aligned NECs, SEA fellowship, joint duty if applicable, cert stack at CISSP / CCNP-Security / CASP+ / SANS GIAC level, and TS/SCI clearance with polygraph maintenance is the most lucrative civilian-career inflection in the enlisted IT and cyber force. Senior NCOs who planned the transition 24-36 months ahead land in cleared IT contractor senior advisor roles (Booz Allen, Leidos, SAIC, CACI, MITRE, ManTech, Peraton, BAE, Northrop Grumman cyber, Raytheon cyber, General Dynamics IT, the long tail of cleared IT and cyber contracting), federal civil service at GS-14 / GS-15 / SES level (DISA, NSA, US Cyber Command, DHS / CISA, DoN civilian senior IT and cyber, VA enterprise IT senior advisor, federal LE technical-investigations senior IT), commercial enterprise IT senior leadership (CISO / CTO / VP of Infrastructure), technical consulting at Big 4 federal practice level, and senior advisor roles at NAVIFOR / Fleet Cyber / major Navy and joint commands. The senior NCOs who treat retirement as the next assignment slate — networking, credential currency, market entry timing, the relationship-building work with recently-retired master chiefs in the target post-service space — are the ones whose post-service careers compound the pension and TSP into the final financial inflection of the career.
