IDF First Year After Service: The Practical Checklist
For many members separating today, the context of 7 October and what followed shapes what comes next — including separating from wartime service with experiences that require more than an administrative checklist. This guide covers both the practical benefits timeline and where to find support. The two are not separate.
Bituach Leumi (National Insurance Institute): 30-Day Window
The National Insurance Institute of Israel (Bituach Leumi / ביטוח לאומי) administers unemployment benefits, disability payments, and other social insurance. For veterans transitioning to civilian life, the most time-critical step is the unemployment benefit claim registration. Bituach Leumi's information is published at btl.gov.il.
Unemployment benefit claims with Bituach Leumi should be filed within 30 days of separation. Filing late does not necessarily eliminate your entitlement, but it typically delays the start of benefit payments to the date of actual filing rather than the date of separation. The practical effect is forfeiting income for the weeks between separation and late filing. Register at your nearest Bituach Leumi branch or through the online portal (btl.gov.il).
Unemployment benefit eligibility for veterans
Mandatory service (sherut sader) completers and career military members who separate may be eligible for unemployment benefits depending on their circumstances. Career soldiers (keva) who served the minimum required period have different entitlements than those completing mandatory service. Bituach Leumi eligibility rules are specific — review your situation at btl.gov.il or at a branch.
Documents typically required
Teudat zehut (identity card), discharge documentation from the IDF (teudat shihrur), banking details for payment, and registration as a job-seeker with the Employment Service (Sheirut HaTa'asuka). The Employment Service registration is typically required to activate unemployment benefit payments.
Disability benefits — separate from unemployment
If your service resulted in a disability (nechut), the Disability Branch of Bituach Leumi administers general disability allowances for civilians. The Rehabilitation Division of the Ministry of Defense (Misrad Habitachon) handles service-connected disability pensions — this is a different and parallel track. Both may apply depending on your situation.
Batya — Ministry of Defense Veteran Support
Batya (בטיא) is the veteran support framework under the Israeli Ministry of Defense (Misrad Habitachon). It provides a range of services for discharged soldiers and their families, including psychological support, vocational counselling, and benefits guidance. Registration enables access to the full suite of services.

VAT Exemptions for Disabled Veterans (Mas Erech Mosaf)
Israel provides VAT (Mas Erech Mosaf / מע"מ) exemptions on certain purchases for veterans who have been recognised with a disability pension by the Ministry of Defense. These are publicly documented benefits under Israeli law, administered through the tax authority and the Ministry of Defense rehabilitation system.
Vehicle purchase VAT exemption
Disabled veterans above certain disability percentage thresholds recognised by Misrad Habitachon may be eligible for VAT exemption on vehicle purchases. The specific eligibility thresholds and applicable vehicle categories are defined in Israeli law and administered through Misrad Habitachon and the Israel Tax Authority (mas.gov.il). This benefit requires active application — it is not automatic.
Eligibility basis
Entitlement is based on the disability percentage determination made by Misrad Habitachon as part of the disability pension process — not a general veteran status. Members who received a disability determination (nechut) from Misrad Habitachon should enquire specifically about VAT benefit eligibility as part of their rehabilitation package review.
How to apply
Applications for VAT benefits are processed through Misrad Habitachon's rehabilitation offices (Lishkat Gimel and the Rehabilitation Division). Your case officer (pakid shikvum) is the starting point. Current information on which exemptions apply to your disability rating is available through Misrad Habitachon (mod.gov.il).
Lishkat Gimel — Rehabilitation and Disability Pension
Lishkat Gimel (לשכת ג׳ — Rehabilitation Office) is the term commonly used for the disability and rehabilitation processing offices of the Ministry of Defense. For veterans with service-connected disabilities, this is where the foundational determination of disability percentage and rehabilitation entitlement is made.
Disability determination
The medical and administrative process by which Misrad Habitachon assesses the degree of disability resulting from service-connected injury or illness. The percentage determined forms the basis for pension payments and benefit eligibility. Members can appeal determinations through the established administrative and legal channels.
Disability pension (kitzva)
Monthly pension payments for veterans with recognised service-connected disabilities. Payment amounts are proportional to the disability percentage determination. This is separate from any Bituach Leumi disability payment — both can apply simultaneously in some cases.
Keren Pizuyim — severance / gratuity fund
Career IDF soldiers accumulate severance entitlements (keren pizuyim / קרן פיצויים) during service. At separation, this fund is payable as a lump sum or transferable to a pension arrangement. The specific rules governing your keren pizuyim depend on your employment terms and years of service. Your IDF HR unit (agaf kach va'adam) should provide the calculation at separation.
Vocational rehabilitation
Misrad Habitachon's rehabilitation system offers vocational training, academic study grants, and workplace adaptation support for eligible veterans. Engagement with the rehabilitation officer (pakid shikvum) early in separation is important — some programs have intake windows.
Separation Checklist: The Actions, In Order
The deadlines cluster in the first 30 days. After that, the system is slower and more forgiving — but the first month determines whether you receive what you earned or spend months recovering it.
Bituach Leumi — register within 30 days
Register for unemployment benefits and, if applicable, disability benefits. btl.gov.il or nearest Bituach Leumi branch. Bring your teudat zehut and teudat shihrur (discharge document).
Employment Service registration — same week
Register as a job-seeker with Sheirut HaTa'asuka. Required to activate Bituach Leumi unemployment payments. Can be done simultaneously with the Bituach Leumi registration.
Batya registration — first week
Contact Misrad Habitachon's Batya framework (mod.gov.il) for psychological support, vocational counselling, and benefits navigation. No negative consequences from registering even if you feel fine now.
Keren Pizuyim — at separation
Request the keren pizuyim calculation from your IDF HR unit before final separation. Understand your options for payment or pension transfer before you are outside the system.
Lishkat Gimel / disability — if applicable
If your service resulted in physical or psychological injury, initiate the Misrad Habitachon disability determination process as early as possible. The process takes time and earlier filing means earlier determination.
Medical records — before last day
Obtain copies of all IDF medical records. These are the contemporaneous baseline for any future service-connected health claim. Request through your unit doctor or the relevant IDF medical authority.
