You'll spend more of your actual life in Constanta, Romania or Baltimore, MD than on any range. That's worth weighing. USAG Black Sea runs low cost of living. USCG Yard (Curtis Bay) runs medium. The difference is whether your spouse works because they want to or because the landlord left a voicemail. USAG Black Sea's forecast: Hot dry summers, cold winters with occasional snow, Black Sea moderates extremes. USCG Yard (Curtis Bay)'s: Hot humid summers, cold winters. Pack for both. Complain about both. That's the tradition.

Housing
On-post barracks and temporary lodging expanding. Off-post in Constanta with OHA — apartments $500-$900 for modern flats. Constanta Old Town and Mamaia resort area popular. Limited off-post options compared to Germany/Italy.
Very limited on-base housing. Off-base in Curtis Bay/Brooklyn Park is very affordable but neighborhood quality is a concern. Most CG families live in Glen Burnie, Severna Park, Pasadena, or Annapolis area — $1,400-$2,200 for a 3BR. Anne Arundel County is the sweet spot.
Spouse Employment
Limited on-post positions. Constanta has tourism and maritime industries. Remote work viable with good internet. Bucharest offers more opportunities but requires commute or relocation.
Baltimore-DC corridor has an outstanding job market — federal government, defense contractors, healthcare (Johns Hopkins), biotech, and cybersecurity. Annapolis and Fort Meade area add more options. One of the best spouse employment regions in the military.
Medical
Garrison clinic for primary care. Medevac to Landstuhl for complex care. Constanta County Hospital adequate for emergencies. Romanian private healthcare affordable and improving rapidly.
Small base clinic. Baltimore has excellent civilian hospitals — Johns Hopkins (20 min), University of Maryland Medical Center (15 min). World-class medical access through TRICARE.
Gate Commute
MK Air Base is 30 min northwest of Constanta. Limited public transit to base — personal vehicle recommended. Constanta itself walkable with decent local buses.
CG Yard has a gate but traffic is minimal. Baltimore-area commuting depends heavily on where you live — I-695 beltway and I-97 can be congested. Living in Glen Burnie or Pasadena keeps the commute to 15-25 min.
